Good morning.

We are sharing a decision we made several months ago... we are leaving the beach and heading to the mountains.

Work on the exterior is ongoing. Today, there are four (4) separate companies working on the exterior. The seawall contractor is performing final prep for pouring the concrete cap on the seawall. The company installing the pavers around the pool deck has almost completed the area around the south pool and will work their way over to the north side. The pool contractor is here prepping the pool for plaster and painting. And our general contractor is working to tie-up loose ends, so these contractors are not held up.

Some specifics – the seawall cap should be completed in a few days, Once the curing is complete, the forms will be removed. After that, the seawall will be finished.

The installation of pavers throughout the property may take some time. The pool pavers will also be installed on the upper pool deck, through the courtyard area, between the pool retaining wall and the new seawall, and a path through the dog walk areas.

The existing tile on the upper pool deck had to be removed to repair expansion joints. Instead of replacing the tile on the upper pool deck (which can be very slippery), the Board decided to replace the tiles with pavers matching the pool deck.

Other improvements include a handicap ramp replacing the steps on one side of the access from the pool deck to the upper pool deck; another ramp was installed from the upper pool deck to the center courtyard. A gate was installed in the center courtyard west facing wall. With these modifications, there is now ADA handicapped access all the way from the pool deck to the street. Prior to these improvements, if an emergency evacuation was necessary, access for handicapped from the pool was only possible by going through the building.

“When will the pools open?” That is what everyone wants to know. The pool contractor checked the pool equipment to ensure it is in good working order and pressure checked the water lines to ensure there were no breaks, leaks, or cracks. The pool contractor will replaster and then paint the interior of the pool. The pool paint must cure for a little over three (3) weeks. Water must be in the pool during the curing. This does NOT necessarily mean the pool will open in a month. The pools will NOT OPEN until the pool deck and adjacent areas are clear of construction activities, access to the pool is safe, and fencing is installed in all required areas to ensure there is no public access. Although there is not an exact opening date, the General Contractor understands how anxious we are to get the pools functioning again and is moving things along as fast as he can.

Work still to be done:
• The corners of the pool retaining wall have been reinforced and will need new stucco.
• Drainage system for dog walks.
• Pavers and fencing in dog walks.
• Missing/damaged fencing around pool to be replaced.
• Pool lighting to be completed.
• Damaged/missing sidewalk for public access to ramp to be poured.
• Damaged/missing lower south parking area to be poured.
• Fence on seawall, wall between our property and both of our neighbors.
• Gate installed in cutout in wall in center courtyard.
• Center courtyard needs seals replaced, pavers installed, and remaining area to be landscaped.
• Fence panels installed on center courtyard walls.
• Sidewalk ramp and steps for beach access.
• This list is not all inclusive!

Turning to the interior, painting in the lobby, hallway, pool area, and clubrooms in both towers is complete. This includes painting all the wood trim, doors, and cabinets. New lighting in all these areas is either installed or is in process. The glass doors and panels for the North Tower Multi-Purpose Room were installed (previously the library). Most of the new furniture has arrived, and the rest should be delivered soon. There will be a grand reopening celebration when all the work is finished.

This Update is about a week behind.

Seawall

Installation of the seawall panels was put on hold for the last week or so. Our neighbor to the south, Grand Coquina Condominium, is installing the return for their steel seawall that is adjacent to the south side of our property. They requested that Florida Seawall Solutions (FSS) stop panel installation until they completed their return. They are utilizing enormous equipment for installation, and could not have accessed the area for their return seawall if our return was in place. (The blue equipment and red crane in the pictures below.) The work has been completed and the heavy equipment has been moved off the property so the Twin Towers work can continue.

The picture on the left shows the Twin Towers seawall is nearing the end of the south dog park. Work on panel installation will resume on Monday, June 5. The seawall and south return panels are tentatively scheduled for completion within the following week.

The seawall panels will be topped by a concrete cap measuring 2.5 feet x 2 feet. As you can see in the following pictures, a galvanized steel c-channel is being installed near the top of the panels. A rebar cage will be fabricated around the channel, and it will all be encased in the concrete cap.

The picture shows helical tiebacks that go deep under the pool. The helical tiebacks will be attached to the c-channel to reinforce it. They will be below ground level when all work is completed.

You can also see round holes in the pool retaining wall. Helical screws (tiebacks) will be driven though these holes and under the pool. These tiebacks will be attached to the pool retaining wall for additional strength.

Between the seawall (and tiebacks) and the pool retaining wall (and tiebacks), our pools will be more stable and secure than ever before. Finally, when all work is completed, the fence will be reinstalled on top of the seawall.

FSS has installed drains in the seawall panels. This will allow any water that builds up behind the seawall to drain out to the beach, thus decreasing hydrostatic pressure. Water can accumulate from various sources, such as heavy rains. The beach side of the drain is basically flush with the seawall, while the land side has a protrusion to allow water to flow out. Gravel and landscaping fabric will be placed around the drain on the land side. The drains are designed to be removed and cleaned once a year from the beach side.

FSS has begun to build the form for the concrete cap on the north end of the seawall, as shown in the following picture.

Pool Deck

Now that the flowable fill has been poured and set up under the south end of the pool, the pool deck sand that was washed out from the hurricane is being replaced. A few of the following pictures show the progress. The sand is being added a little at a time, then compacted, then more sand. When completed, it will be very stable. The remaining pavers on the pool deck will be removed, and replaced with pavers that are a close match. The old pavers will be used for the upper pool deck, the courtyard, and between the pool retaining wall and seawall.

At the appropriate time, the pool and spa lines will be checked for leaks, the loose plaster will be removed and replastered, and the tile around the top of the pool will be replaced.

Additionally, the plan is to run conduit to various areas around the pool deck, retaining wall, and dog walk areas for future upgrades. It is relatively simple and inexpensive to place the piping now, rather than demo in the future to install then.

Obviously, there is still a lot of work to do in our backyard, over and above work previously mentioned. Design, permit, and construct drainage, concrete drive repair, security walls between us and our neighbors, pavers, sand fill, beach access ramp/steps, fencing, landscaping, and more… The plan is still to be totally completed by 12/31/23.

The pictures below are of our neighbors, the Beachside Hotel and Holiday Inn. Note that all of rubble behind the Beachside Hotel has been removed from their property. And, you can see the equipment working to remove the rubble behind the Holiday Inn (including their swimming pool). Volusia County is removing all the rubble left on the beach, at no cost to property owners. Properties that had already removed their rubble requested a reimbursement for the cost. The request was denied. However, unless they plan to begin seawall construction in the very near future, those properties are now at more risk from storm and wave damage. The piled-up rubble did serve as a break for the waves. It should be noted that if DTT had waited for the county to clean up our rubble, the seawall would not even be started yet… and most likely would be a year or more out.

NOTE: A second survey was distributed related to the beach ramp & stairs. The results showed most owners prefer to restore the ramp & beach stairs to the original design. This information has been shared with the General Contractor.

CLUBROOM REMODEL

The clubroom remodel is progressing. All clubroom and associated common areas have been painted. The lobby hallways have been patched and repainted. The old sconces have been removed and new sconces are on order.

The interior woodwork in the clubrooms and the bar and cabinets have been painted. The bar countertops have been replaced. The bar backsplash has not yet been installed. New tile has been installed around the bar area in the North Tower Clubroom.

The framing and drywall that extended the closet area behind the bar in the North Clubroom is complete. The framing and drywall for the Multi-Purpose room has been completed.

All the dark brown ceiling fans in the clubrooms will be replaced with white fans. Several of the new fans have already been installed.

Cable and electric lines for the tv locations are in place.
Electrical and ductwork relocation has been addressed.
Furniture and lighting selection is an ongoing process.

The framing and drywall for the new package area is complete. As of the date this picture was taken, the light had not been installed in the ceiling.

Aaron, the Lead Maintenance Tech, took advantage of the “slow” season and re-striped the garage.

Things are looking up.

South Garage and Pool Deck Stabilization

The hurricanes washed out sand from under the pool deck and southeast corner of the lower garage. In the last update, we included this picture with the wood that would be used to frame up under the southeast corner of the garage.

These pictures show those areas after they were formed up. Three concrete trucks were needed to backfill that area with flowable fill. But concrete does not flow uphill, so there was still a void between the bottom of the concrete garage floor and the newly poured flowable fill. The engineers knew this would occur and already had a plan to address the issue. Holes were drilled in the garage floor, and two additional truckloads of concrete were poured through the holes to fill the void. We now have a completely solid concrete base under the affected pool deck and garage floor. The parking spaces in the southeast corner of the garage that were closed (as a precaution) due to the voids have now been reopened. This area is now more secure than it was when originally built. This work is one part of the pool stabilization project that is required before our seawall construction can continue in front of the pools.

Seawall

The seawall has been installed from the northeast corner to edge of the pool retaining wall. Since the seawall is vibrated into the sand, Florida Seawall Solutions (FSS) wanted the pool stabilized before installation of the seawall directly east of the pools. While pool stabilization continues, FSS began installation of the return seawall that runs between our property and the Beach Side Motel. This portion of the wall will run 50 feet back from our beachfront seawall.

FSS uses a water jet to help install the seawall panels. They had been using a portable pump and water from our pool for their water supply. However, it was determined more water pressure was needed, which means more water and a bigger pump. They obtained permission to bury a pipe in the beach from directly behind our seawall out to the point of low tide in the ocean. And they are now utilizing a significantly larger pump, which has greatly increased both the water pressure and flow.

Center Courtyard Access Gate

An opening has been cut into the wall between the center courtyard and the front parking area. The intent of this opening is to provide access to the pool area for repairs to the pool and pool deck.

The opening also provides access for the repair work on the seal between the courtyard and the buildings to stop water intrusion in the garage. This project resulted from the engineering study performed in 2021 and was determined to be a high priority. A gate has been installed in the opening. The parking spaces in front of the wall will be reconfigured.

Pool Deck & Pools

The plan was to replace the lost pool pavers with a similar paver. However, the new pavers are slightly different than the current pavers and would be an obvious “patch.” It was determined to re-pave the pool deck with new pavers and use the existing pavers to create a walkway in the center courtyard. The area between the pool retaining wall and the seawall will also be paved using the existing pavers. Additionally, the repair to stop the water intrusion from the center courtyard will require that the upper pool deck be excavated. Current existing pavers will be used to fill in this area. It is anticipated that all existing current pavers will be utilized.

A pool contractor has been contacted to remove the loose plaster in the pools and replaster, replace the small tiles at the top of the pool, check the water lines for leaks and repaint the pool. The seawall (and vibration) along the pools must be completed before the pool work begins.

Clubrooms

As you may remember, the clubrooms and furniture had water damage due to the hurricanes. The window in the clubroom that was blown out by the hurricane is scheduled to be replaced in the next couple of weeks. Since the clubrooms were on the Reserve Study schedule to be updated/remodeled, it was decided to incorporate the repairs with the remodel. Note: The cost of the clubroom remodel is NOT part of the special assessments. The money for the remodel was already planned and funded in the Reserves.

The framing and drywall for the package delivery area is nearly complete. This area will provide a space for packages so they are not left in the lobby area. The framing and drywall in the north clubroom that will encompass the library area is nearly finished. Ceiling drywall repair, from prior work, is almost complete.

The new floor tile around the bar area in the north clubroom is complete. This tile matches the tile previously installed on the lower clubroom floors. The cabinets in the clubrooms are being sanded in preparation for painting. Templates have been made for the countertops in both clubrooms. The countertops will be ready for installation when the cabinets are painted.

The Board has received one proposal for clubroom furniture and anticipates receiving two more within a week or so.

Still a great deal of work to do in the clubrooms (trim, painting, ceiling fans, lights…) then carpeting, but it is proceeding.

From Twin Towers balconies we can see that a portion of the seawall has been installed on the north end of the property. But a lot of work is taking place that is not obvious. As you may remember, Florida Seawall Solutions was contracted to not only build the seawall, but also to stabilize the area under the south parking garage and the pool deck and retaining walls.

Florida Seawall Solutions (FSS) has driven vertical helical piles deep in the ground and, utilizing a clamp type device, attached the ends to the apron under the retaining wall. They have also screwed these helical piles deep into the ground under the south east corner of the parking garage. As you can see in the pictures below, wood has been delivered so a crew can begin building forms to pour fillable flow under the south pool and parking garage to complete the south end stabilization.

To stabilize the rest of the pool and retaining wall, round holes have been drilled into the footer of the retaining wall. Every 10 feet, helical piles are driven down, and a heavy-duty plate (which is attached to the top end of the helical pile) is bolted to the concrete footer.

Helical screws will also be driven at an angle through the retaining wall and down under the pool. Driving these helical screws will provide maximum stabilization to the pool and retaining wall. You can see the round circles on the wall with the red mark in the middle. A helical screw will be driven through each circle.

FSS estimates that pool and retaining wall stabilization will take approximately 2+ weeks. During this time, they will install more sheet pile going as far as the north corner of the pool retaining wall. At that point, the sheet pile crew will turn their focus to the 50’ north return, while the helical crew finishes the stabilization.

Although we may see the seawall panels going in, they will not be vibrated down to their final position until the pool deck is safely stabilized. It may appear from our balconies, that little is happening, but it is imperative that stabilization is completed before driving more seawall down.

here are helical screws set every 10 feet and driven/screwed at an angle back into the earth. These are heavy-duty components (takes 2 men to lift a section of the pipe.) They are screwed in until they meet a certain resistance and are then bolted to the seawall when it is installed. This ensures that they will hold in extreme weather conditions. FSS estimated the helical screws would be driven back underground about 30 feet, however they are averaging about 40 feet to attain the needed resistance. There will be a 50-foot return wall on both the north and south end of the property.

The new seawall will be installed directly in front of the remaining old seawall. When installed, the corrugated section between the new seawall and old seawall will be filled with concrete to provide added strength and stability. On the north and south ends of the property, where there is no longer an existing old seawall, gravel will be placed behind the new seawall.

WHAT IS TAKING SO LONG?

First, a large amount of the work is not technically seawall related, such as the stabilization of the pool, retaining wall, and south parking garage. This takes considerable time without us seeing obvious progress. Prep work for the installation took time. FSS excavated 400+ feet where the seawall would be installed and sifted the sand to remove rubble and debris. Second, the actual installation process takes time. FSS takes the time to build an upper and lower guide for each panel. This method ensures that each panel is in alignment. Additionally, each panel is checked (numerous times) for plumb.

All of this ensures that the completed wall is straight and plumb. Previously installed heavy-duty helical screws are bolted to the seawall. Over 40 helical screws will be installed on the east side of the seawall and more for the return walls.
