I encourage us all to use the slogan "Show us the Math".....

Vacation Rentals are not going to solve the problem for the families that need housing. While banning STRs may create housing, it will NOT create affordable or adequate housing.

• Show us the Math on how a million-plus condo (many of which have one bedroom, one closet, one parking spot....) will affordably or adequately translate to local housing.

• Show Us the Math on how the lost TAT, MCTAT and GE taxes will be replaced.

• Show us the Math on how the Income Tax will be replaced.

• Show Us the Math on how the lost Property Taxes will be replaced.

• Show Us the Math on how the thousands of housecleaners and yard workers will make a comparable salary to the $30-$75+ dollars an hour they are currently making. Show us the jobs that a mom/dad can work at this rate between 10:-3pm while there kids are in school.

• Show Us the Math on how the local mom and pop shops are going to survive without local tourism (upcountry, Hana, etc)

• Show Us the Math on how Hawaii will survive economically with the severely impaired tourism that will happen (IS HAPPENING) if the only places to stay are high end hotels.

• Show us the Math on how many tourists will go somewhere else if they can't stay in STRs.

• Show Us the Math on how many, many local residents are going to replace their current, LEGAL income when forced to rent or sell.

• Show us the Math on how the rent, insurance (which just went up exponentially), HOA fees, repairs/maintenence translates to an affordable amount.

• Show us the Math on how many displaced families want to live in 1 and 2 bedroom condos that are not located on the West Side.

Shutting down vacation rentals is a LOSE/LOSE/LOSE proposition. Not even a Lose/Win. It will not result in the desired outcome and everyone will suffer.

According to the September 2023 Research & Economic Analysis Division Report:

80 CENTS of EVERY DOLLAR in the state of Hawaii is directly or indirectly generated by the TOURISM INDUSTRY!!!

The statistics presented in this bill highlight that ONLY 5% of the total housing inventory is designated for Vacation Rentals. To emphasize, only 5% of the entire housing landscape constitutes Vacation Rentals. 5%.

CLEARLY, your statement that the "decline in total housing stock as formerly resident-occupied homes are converted to short-term rental units. The loss of these homes contributes to a statewide shortage of homes and to the high cost of housing in Hawaii" is nothing more than a manipulation of statistics to further the Hotel Lobbyists narrative against short term vacation rentals.

According to this bill, have already "the courts have overturned county ordinances to phase out short-term vacation rental uses" highlights the very illegality of this bill in Hawaii.

You have already been told NO by the courts, and passing this bill will be setting up the state and county for even more tax payor funded lawsuits to re-overturn this bill.

SB2919 is a severe violation of our property rights, by authorizing counties to phase out nonconforming single-family transient vacation rental units, infringes upon the fundamental property rights protected by both the United States Constitution and the Hawaii State Constitution.

Article I, Section 5 of the Hawaii State Constitution guarantees property owners due process and equal protection, both of which are jeopardized by this illegal proposed legislation. Contravention of Established Legal Precedents is clearly a violation of precedence and law.
