The DOT also denied requests from the airline industry for additional time to comply with various aspects of the FAA Reauthorization Act and the Department’s April 2024 Final Rule on Refunds and Other Consumer Protections. The DOT found no basis for adjusting the compliance dates set forth in the ruling.

Buttigieg’s letter read, in part:

As we emerge from the air travel disruptions caused by the global technology outage earlier this month and the busy summer travel season continues, I want to ensure there is clarity and a shared understanding when it comes to the rights of air travelers and the obligations of U.S. and foreign airlines. The operational challenges of this month have served as a reminder of the importance of passenger protections—which now include a legal requirement to clearly and proactively inform customers about their right to a refund and provide prompt cash refunds when consumers do not opt to accept travel alternatives following a cancellation or major delay.

First, I need to remind airlines operating in the United States that the refund requirements in the FAA Reauthorization Act took effect upon enactment of the law on May 16, 2024. Now that this is law, our expectation is that airlines are doing everything in their power to comply.

Second, in recent weeks we have heard reports of unacceptable customer service failures and received thousands of air travel service complaints against airlines. When problems come to our attention, we will investigate them and, where violations have occurred, use our enforcement powers to hold offending airlines accountable.

Dominican Republic surpasses Mexico in travel bookings for the first four months of 2024

David Collado, Minister of Tourism, announced that the Dominican Republic had surpassed Mexico and other Latin American countries in airline ticket bookings for the first four months of 2024 compared to 2023.

This is based on data provided by the Forwardkeys platform, which includes information on travel ticket reservations for all airports and airlines worldwide.

Collado noted that for January, February, March, and April, the Caribbean country is ahead of Mexico, considered the most visited in the region, as well as Jamaica, Bahamas, and Cuba.

“For January the country presents a 6.6% growth in bookings, while Mexico has a 0.3%. Likewise, Jamaica has -44.1%, Bahamas 1.3% and Cuba -14.0% compared to the previous year,” according to statistics projected by the minister.

He indicated that “in February, bookings for the Dominican Republic grew by 13%, while in Mexico 3%, Jamaica -37.9%, Bahamas -1.6% and Cuba -9.6%”.

“For March, the country continues to lead with 16.5% in bookings, Mexico holds 4.2%, Jamaica -36.7%, Bahamas 7.2%, and Cuba -4.3%,” he added.

He explained that “completing the first four months of the year, the Dominican Republic leads the month of April with 8.3%, followed by Mexico with a negative figure of -3.6%, Jamaica -38.4%, Bahamas -20.4% and Cuba with -19.7%.

According to El Nacional, the head of Mitur emphasized that “these figures clearly show the work being done in the Dominican Republic and the strength of our country’s international positioning in terms of tourism.”

He stressed that airline ticket reservations for travel to the DR during January represent a 6.6% growth compared to those made on the same date in 2023.

Likewise, the minister was optimistic about the outlook for 2024 on tourist arrivals.

In December last year, the Dominican Republic reached the record of 10 million tourists received yearly. This symbolic distinction fell on the first passenger to get off an American Airlines flight from Miami, which landed at the Punta Cana Airport.

4 Reasons Why The Dominican Republic Is Breaking All-Time Tourism Records

the Dominican Republic is taking the tourism industry by storm and posting a recovery rate that’s nothing short of incredible.
The country may yet to fully recover economically from the COVID slump, but when it comes to tourism, it is just smashing records, having recorded as many as 6.2 million visitors through July, a 34% growth over what had already been a historical pre-pandemic 2019.
With arrival figures set to increase even further now that the high season is approaching, it leaves us wondering: how did the DR become so massively popular, perhaps even more so than it already was?
We were able to identify 4 main reasons:
It Is Well-Connected
One of the reasons why the DR is reaching such an unprecedented popularity peak is the wide availability of nonstop flights offered from all of its most valuable markets. Punta Cana International Airport (PUJ), which accounts for over 60% of all air arrivals, serves 90 hubs in 26 countries.
A majority of flights, however, originate from the United States and Canada, with the United States occupying seven out of ten busiest international routes from PUJ, and New York taking the lead, with flights offered by American Airlines, Delta Air Lines, and JetBlue.
Irrespective of the season, it is incredibly easy to travel to the Dominican Republic, as travelers are rarely required to transit in third countries, particularly U.S. nationals. Due to this accessibility, Americans comprised 54% of all air arrivals in July.
Low-Cost Flights
Additionally, flying to the Dominican Republic, specifically Punta Cana, from several departure points in the U.S. and Canada can be incredibly cheap, with several low-cost and budget airlines operating on the busy route and offering excellent flight deals year-round.
According to Expedia, one of the leading booking platforms in America, roundtrip fares average $145 – $213, often cheaper than flying internally within the States, while one-way tickets can start as low as $68 when booked early enough.
In the midst of this ongoing economic crisis, Americans are strongly favoring destinations that are easier and less expensive to get to, and with its abundance of cheap fares, irresistible getaway packages, and great connectivity with mainland America, this Caribbean gem is the perfect pick.
Wellness
Three years of a harrowing health crisis have left many in desperate need of inner healing and a slow-paced, relaxing trip, or even a ‘do-nothing‘ vacation, as opposed to action-heavy, sightseeing-packed itineraries.
With its luxurious resort zones, quaint seaside communities, and highly-developed wellness scene, the DR is the ideal place to unwind, and somewhere you go for bathing in the sun, booking rejuvenating spa treatments, and being pampered in a five-star hotel as you set aside your mundane concerns.
In fact, this Punta Cana beachfront all-inclusive resort is maybe one of the best of its kind not only in the DR but the entire Caribbean, with guests experiencing a high level of comfort and having their every need catered to without worrying a single second about planning.
Safe Resort Zones
Finally, there is the high level of safety tourists enjoy when vacationing in the DR, in spite of the recent travel warnings issued by U.S. authorities encompassing suburban zones of Punta Cana and the capital, Santo Domingo.
Crime can still occur, including pickpocketing in touristy areas, but as reported by In Sight Crime, the incidence is ‘much lower’ than in other Caribbean countries, and compared to Haiti, which shares the Western third of the same island, the DR is a safety oasis.
It is certainly no Iceland, but tourists truly have nothing to be concerned about vacationing in well-guarded all-inclusive resorts, where access is limited to guests, staff, and club members, or resort towns, where there is a strong police presence.
In sum, the DR is safe, easy to reach, and well-equipped, not to mention it houses some of the best-preserved Spanish-era monuments in all of Latin America and some of the Caribbean’s most beautiful white-sand beaches: again, what’s not to like?
