Scioto-823 is a 16-mile, four-lane limited access highway from U.S. 23 at Lucasville to U.S. 52 near Sciotoville in Scioto County, Ohio.

Through a public-private partnership with the Ohio Department of Transportation, the Portsmouth Gateway Group is constructing of the new state Route 823 in Scioto County. Upon its completion, the Southern Ohio Veterans Memorial Highway will be a 16-mile, four-lane limited access highway from U.S. 23 north of Lucasville to U.S. 52 near Sciotoville. The design-build-finance-operate-maintain (DBFOM)
