The change comes at 2 a.m. local time Sunday, Nov. 3. Computers and mobile devices typically pick up the change automatically.

State lawmakers in Florida have passed legislation to also stop observing daylight saving time from March to November, but Congress needs to sign off on the change.

Shear/dry air are likely to limit this storm from strengthening to much more than tropical storm force. BREAKING: The PCB City Council just unanimously passed their Beach Safety Ordinance. The ordinance allows both fire and police officials to fine individuals who don’t follow rules during double red flag conditions. Police also have the authority to arrest if necessary.

There are no advisories for any of the Bay County Healthy Beaches sampling locations according to the Bay County Health Department. Healthy Beaches advisories are issued to protect swimmers from increased risk of gastrointestinal illnesses.

The Bay County Health Department conducts saltwater beach water quality monitoring in accordance with the Healthy Beaches Monitoring Program. Water samples, collected twice a month between March and October, are analyzed for enteric bacteria that normally inhabit the intestinal tract of humans and animals, and may cause human disease, infections or rashes. The presence of enteric bacteria is an indication of f***l pollution, which may come from storm water runoff, pets and wildlife, and human sewage. Poor results are posted as an “Advisory” at the affected beaches and those beaches are re-sampled the following week.

The advisory for Panama City Beach Access #41 (SP 5), 11211 Front Beach Road, is still in effect. None of the other nine sampling locations have advisories posted.

"Beaches are open and they are safe for visitors, but use caution when entering an open body of water.
If you have breaks in the skin such as cuts or sores, avoid getting in the water.
If you are immunocompromised, wear shoes or foot protection to avoid getting cut by shells or rocks on the beach or in the water."

There are three public parking lots where beachgoers may park to enjoy the water this 4th of July. All-day parking is $5 a day. Lots are located at Front Beach Road and Richard Jackson Boulevard (pictured) behind Burger King; at 9941 Thomas Drive across from Ripley's Believe it or Not; and on Churchwell Drive, just north of Front Beach Road.
