Physical violence isn’t the only form of domestic abuse. Psychological/emotional abuse, neglect, verbal abuse, financial abuse, and sexual abuse are also forms of domestic abuse. The Family Advocacy Program (FAP) provides domestic and child abuse-prevention efforts, early identification, and intervention support for those in abusive situations.

Military families are an integral part of our community. If you’re concerned someone from the military community is impacted by domestic abuse, let them know they have options for reporting abuse and the military’s FAP office will connect them to services and resources.

For those PCS’ing this summer with pets, please read this message and see graphic for more guidance. For purposes of this post, a pet is defined as a cat or dog. Please direct questions or concerns to your CPPA so they can engage with the local NAVPTO. If you are moving to Japan, make sure to speak to your veterinarian about pet immigration requirements, such as vaccines and quarantine period.

Pet transport is not an entitlement per the Joint Travel Regulation (JTR). The JTR only allows DoD to either pay for, or reimburse the PCS'ing employee for the cost of pet transportation in conjunction with an ordered evacuation from a permanent duty location in a foreign area. In the absence of such authority for a PCS move, DoD cannot incur the cost of transporting pets. It should also be noted that additional rotator flights are added only to meet increased passenger demand for travel and cannot be added to accommodate pets.

The Patriot Express (PE) is the primary transportation method for DoD personnel who are conducting a PCS move in or out of Japan. PE flights are purchased based on expected passenger ridership. During the high volume PCS season (summer months), PE pet spots are in high demand and are currently fully booked through August 2021. Normally, when PE spots are unavailable, DoD travelers pursue alternative pet accommodations on US-based airlines.

The below graphic identifies which US-based airlines allow for specific modes of pet transportation to and from Japan. This information was collected in May 2021. Please verify with the airline carrier before booking to ensure policies have not changed if you decide to go this route.

Because of COVID-19 scheduling impacts, US-based airlines restricted the transportation of pets from and into Japan. This has compelled DoD travelers to consider the use of private pet shipping companies in order to transport their pets.

The use of private party pet shipment services, when available, is very costly. A recent price check of a Tokyo-based pet shipment service yielded quotes of approximately $3,800 for a small pet to $10,000 for a large pet.
The below graphic lists a few organizations with loan or grant opportunities to assist with pet PCS costs. Make sure to research these options thoroughly and plan accordingly if for some reason a loan or grant cannot happen.

USTRANSCOM is taking the following actions and offer the following suggestions:

• Increased the in-cabin spaces to 20, which could potentially free up cargo compartment space for larger pets. This is effective as of 17 May 2021 and available through 30 September. Air Mobility Command is updating its webpage and notifying their terminals.
• USTRANSCOM will engage with AMC and request they review the pet booking process as it relates to demand forecasting of pet spaces. The data may show a pattern of higher pet volume on certain days which could prove beneficial in advising travelers of certain windows that are more likely to accommodate pets.
• Change passengers’ departure date to a time period where a PE mission has pet space available, either through an Early Return of Dependents or delayed reporting to a lower-volume travel period (January – March / October – early December).
• Encourage members to utilize commercial air within the limitations of the JTR.

PET TRAVEL INFORMATION
PCS passengers can book their dogs and cats on AMC Patriot Express flights. Movement expenses must be paid by the owner. For more information about pet reservations, contact your local transportation office.

DOD PET TRANSPORTATION GUIDELINES
Pet movement is limited to passengers in PCS status only.
Pet space is very limited on AMC Patriot Express flights.
Pet spaces are booked on a first come, first served basis.
To book pet spaces, contact your local Traffic Management Office/Installation Transportation Office as early as possible.
Orders are not required at time of booking.
Reservation limits: Two pets per family.
Pets must be accompanied by their owner and transported at owner’s expense.
Note: Eligible travelers may work directly with their Traffic Management Office (TMO) or Installation Transportation Office (ITO) to book pet reservations. AMC does not have the authority to provide an Exception to Policy, for DoDI 4515.13, Air Transportation Eligibility. An Exception to Policy request must be submitted through the traveler's service headquarters and receive final approval from the Office of the Under Secretary of Defense. Additional information is available on CDC.gov.

PET TRAVEL FEES
Be prepared to pay associated fees. Fees are charged on a per-kennel/per-mission basis depending on the combined weight (pet + kennel).

The combined weight of ≤70 lbs will be charged $125 (one piece of excess baggage).
The combined weight of 71-140 lbs will be charged $250 (two pieces of excess baggage).
The combined weight of 141-150 lbs will be charged $375 (three pieces of excess baggage).
Note: Fees may change. Check with your Travel Management Office/Installation Travel Office for current fees. Pet + kennel weighing >150 lbs will not be accepted for shipment.

The Navy Passenger Transportation Office (NAVPTO) at Naval Base San Diego provides transportation and passport services to the Navy Southwest region. Customers include afloat and mobile units, shore commands, Department of Defense civilian employees, and dependents. The Transportation Office's goal is to meet fleet mission requirements and to move Sailors and their families efficiently. The Passenger Transportation Office is responsible for Defense Travel and Passports related to TAD/TDY and PCS.
