2023 Elaine Harris Tourism Champion Award: Spartanburg County Parks
Jon Woodsby was friends with the late Mayor of Pacolet Elaine Harris. Jon was involved in the effort, spearheaded by Mayor Harris, to create a roadmap for the future of tourism development countywide. Jon, inspired by his friendship with Mayor Harris, has been a key player in an overall tourism development strategy, taking advantage of our sports facilities and natural amenities to bring people here. For his dedication to the vision of Elaine Harris, we are proud to recognize the Spartanburg County Parks Department as our 2023 Tourism Champion.
2023 Economic Champion: the City of Woodruff
Woodruff is home to a swath of locally-driven investment, including several new businesses in the heart of downtown. Additionally, the City of Woodruff, South Carolina will be home to BMW Plant Woodruff, a $700-million facility where the German automaker will assemble electric vehicle batteries before sending them up the road to BMW Plant Spartanburg and putting them in EVs fresh off the manufacturing line. For a long list of accomplishments, and even more to come, we are proud to name the City of Woodruff our 2023 Economic Champion.
2023 James B. Thompson Small Business of the Year: Signs and Designs
Shelley Wildenstein started Signs and Designs as a passion project out of her own home. Now, Shelley manages a team of six dedicated professionals who are eager to help other small businesses with signage, decals, and marketing services. For her commitment to growing her small business by helping others grow their small businesses, we are proud to name Shelley Wildenstein and Signs and Designs our 2023 James B. Thompson Small Business of the Year
2023 Neville Holcombe Distinguished Citizenship Award: Spartanburg Academic Movement CEO Russell Booker
During his time as a teacher, a Superintendent and as CEO of the Spartanburg Academic Movement, Russell Booker has always put the well being of students first. Russell and his team at SAM are data-informed leaders in education, advancing academic achievement from birth through college and career for students across Spartanburg County. For his leadership in education, commitment to bettering Spartanburg County’s future, and his partnership over the years, OneSpartanburg, Inc. is proud to recognize Russell Booker as our 2023 Neville Holcombe Distinguished Citizenship Award winner.

2022 Tourism Champion: USC Upstate
Thanks to USC Upstate’s Division I status, Spartanburg County will host its first NCAA Division I Championship event: the 2023 Men’s and Women’s Cross-Country Regionals, hosted at the Roger Milliken Center. For their growth and partnership, we’re proud to recognize USC Upstate as the 2022 Elaine Harris Tourism Champion.
2022 Economic Champion: The SC Research Authority
The South Carolina Research Authority - SCRA is putting our state on the map as a destination for innovation. As we work to diversify Spartanburg's economy by growing knowledge-based and corporate jobs, an ongoing priority of the OneSpartanburg Vision Plan, Cole Dudely and SCRA have emerged as key partners in that work.
