MANLEP Investments is proposing to build a tourism wharf and world-class cruise center in idyllic Havannah Harbor, North Efate. The beachfront cruise facility will be nestled among 40 hectare of landscaped grounds and jungle. The cruise center’s location and Havannah Harbor’s geography offer cruise vessels a safe approach and berthing year-round. At the cruise center guests can swim in the sparkli

ng ocean waters or in one of the largest swimming pools in the South Pacific, stroll along the idyllic beach, relax in a complimentary chaise lounge on the beach or around the pool or rent a private poolside cabana for the day. The cruise center will host a bar and grill with live music, Custom Mama’s handicraft market, and retail shopping. Cruise ship passengers looking to explore Havannah Harbor will be directed to the water taxi jetty located on the premise. Tours include snorkeling trips, game fishing, and taxi service to village tours on Lelepa or Moso islands. Local water taxi operators will be required to be a part of the Havannah Harbor Water Taxi association and will work closely with cruise center staff to provide organized and professional pickup and drop off service for their passengers. Cruise ship passengers will also be able to take round the island bus/taxi tours or direct trips to Port Vila. All bus and taxi operators will be required to be licensed and a part of the Havannah Harbor Bus and Taxi association. Cruise center staff control and manage an organized and professional taxi and bus traffic scheme.

One of the requirements for development projects in Vanuatu is to conduct an Environmental Impact Assessment (EIA) on the proposed project. The MANLEP Investments has engaged Naniu Environmental Consultants (NEC), a locally based consultancy to undertake the EIA. These pictures were taken during the in water marine life assessment and on shore forestry assessments.

The purpose of this EIA is to:

• demonstrate the proposed tourism wharf and facility design,

• address marine impacts and maritime issues,

• address shore side impacts on forestry and water resources,

• propose an Environmental Management and Monitoring Plan (EMMP) that will help ensure that the proposed development will not have adverse impacts on the environment, both during construction and ongoing operation,

• produce an EIA that meets the standards of international investment firms, in order to support applications for funding construction of the project; and

• support the application for the necessary regulatory approvals, including under the Foreshore Development Act, Ports Act, Physical Planning Act and Water Resources Management Act

The MANLEP team briefs Tasariki village on Moso as part of the community consultation portion of the wharf project's Environmental Impact Assessment. Chief Arrier and Andrew Bohn handed over a grass mat and customary small gift to the village for inviting us in to speak with them. The brief on MANLEP by Naniu consultant, Jeremie Kaltavera was very well received by the village. The chief expressed full support for the project.
