What to expect from South Africa’s new international travel list: minister

Government faces a balancing act as it selects the countries which will be allowed to travel to and from South Africa under the new level 1 lockdown.

Senior government sources said that there are serious discussions about which countries to allow travel, and which to place on the high-risk list, amid concerns that barring South Africa’s closest trading partners could risk “diplomatic issues”.

Specific discussions have centred around the country’s BRICS partners — Brazil, Russia, India and China — and whether they should gain access as a bloc.

This is compounded by the fact that Brazil and India have the second and third-highest global infection rates. The restrictions would also place the US and some of the major EU countries on the high-risk list.

Tourism minister, Mmamoloko Kubayi-Ngubane, told the paper that South Africa is using World Health Organisation guidelines to determine which countries to allow in when international travel resumes.

This includes factors such as transmission patterns, national public health and social measures for controlling outbreaks in both departure and destination countries, and public health capacity.

The high-risk list will be reviewed every two weeks. If a banned country’s infection rate declines, it will be moved off the list, she said.

Kubayi-Ngubane said individuals from countries considered high risk can be allowed into South Africa if they can prove they have investments here, or are coming for strategic work.

“If country A has been categorised as high risk, someone who has invested in South Africa and has to come and check their project, they are able to apply to the home affairs minister to say I have an investment and want to check on it.

“The minister can approve for that person to come, provided they produce a negative test within 72 hours of travel,” she said.

Travellers wanting to make international trips could soon be permitted to do so. Transport Minister Fikile Mbalula says the National Coronavirus Command Council (NCCC) is considering allowing international travel. However, Mbalula has warned airlines and travellers to adhere to the Covid-19 regulations or face the consequences. Since late March, the country's borders have been shut as part of the efforts to curtail the spread of the coronavirus.

Bali Governor I Wayan Koster has announced that the world famous resort island will reopen its borders for international tourists on Sept. 11 under strict health protocol.
Koster explained that the Bali administration had prepared a three-phase plan on relaxing restrictions to welcome tourists to the island. The first phase started on July 9 when the administration began reopening local businesses and tourist spots for residents of Bali.
“We’ll start the second phase on July 31 by reopening tourism for domestic tourists,” Koster said on Wednesday as reported by tempo.com.
“The third phase would be launched on Sept. 11. We’ll open our borders for international tourists.” The governor explained that his administration had set up health protocols at tourist destinations and other public places to curb transmission of the highly contagious coronavirus. He would also require international tourists to be tested negative for COVID-19 prior to their trips.
“International tourists would be required to provide negative COVID-19 test results that are valid for two weeks in accordance with the circular issued by the transportation minister,” he said.
Tourism in Bali has been hit hard by the global pandemic, which has cut off travel to the island, hence the sharp decline in tourists this year.
Koster said international tourists visiting Bali contributed to 41 percent to the country’s tourism revenues, amounting to around Rp 116 trillion (US$7.97 billion). President Joko “Jokowi” Widodo previously urged regional administrations to ensure that tourism in the new normal era provided tourists with safety and comfort so that they could stay longer and spend more.
Koster said that, in 2019, 6.3 million international tourists visited Bali, accounting for 39 percent of international tourism in the country.
“However, we don’t want to focus solely on international tourists, since the potential for local tourists is also great,” Koster said. (Thejakartapost.com)
