ANC Limpopo through its 22 Local Election Teams is involved in 2 - 4 November 2018 Thuma Mina program. Every 1st weekend of the month President Cyril Matamela Ramaphosa calls on ya to work with our communities to resolve their issues & problems on Friday & Saturday. On Sunday we expected to convene community meetings & report back on our programs & work with our Ward Cllrs to report back on Municipality programs. Do join the activities at your Ward. If there is no activity - ask your Ward Cllr, LET Coordinator or PCO Administrator why they Not heading the call to organize Thuma Mina ✊🏿✊🏿

ANC Manifesto Stakeholders Forum Meetings & Thuma Mina September weekend :

1. All Provinces are called upon organize a Provincial event where All stakeholders are invited to attend & give inputs. While we will also include Alliance, PYA & MDM, let’s rope in Cultural groups, Music groups, Stokfels, Church groups, Traditional Leaders, Traditional Healers & those structures who are not necessarily part of our MDM - so that we draw from their inputs valuable inputs that will assist the ANC moving forward.
2. Each Region convenes a Regional Manifesto Stakeholders Forum meetings.
3. Each Sub Region convenes Sub Regional Manifesto Stakeholders Forum meetings. Deadline is the weekend of the 14 - 16 September 2018.
4. Weekend of the 7/8/9 September 2018 it’s Thuma Mina weekend. You are called upon to have programs at Ward level on Friday ( including issuing Title Deeds ) & Saturday. All Wards to have report back meetings on the Sunday.

Day 3 of Thuma Mina roll out.

Today the focus is :
Report back meetings in ALL WARDS.

- Please ensure that All Wards in your Sub Region convene Report back meetings today.
- These meetings are Not only for ANC branch members But Community, please convene them as such.
- These meetings Don’t have to quorate, at the time the BEC agrees to start ( even if there are few people please address them ).
- Even if there’s no REC or PEC Deployee, the BEC & Ward Cllr should convene the Ward Report back meeting & address them
- If you have programs to visit churches ⛪ & traditional kraals, please go But Report back meetings must still be held.
- When you post pictures, please keep them to 7 maximum ( only 1 person at the event shud post pictures).
- 2 pictures of Leadership present, taken from different angles
- 2 pictures of Leadership addressing
- 3 pictures of the Community being addressed, taken at different angles
- Please take & post good quality pictures - Communications use your pictures to post in social media & I take your pictures & post at National Watsapp group.
- When u post pictures please indicate : Name of Sub Region, Name of Ward, Community being addressed, How many people attending the Community meeting, Names of the Leadership present of Traditional Authority, Cllrs, BEC, LET, REC, PEC & any NEC present.

Tonight when you submit the Day 3 Report of Thuma Mina - pls indicate issues that were addressed at that Community meeting ( issues that the Leadership was reporting back on Plus issues the Community raised that need follow up. Please compile the report as soon as the Wards Report back meetings are done ✅ & post to the Group & send to me by 18.00.

Guide : at the Ward Report back meetings, you can report back on the Thuma Mina roll out that was done the past two days, u can also report back on the Thuma Mina as a campaign & explain to the community what Thuma Mina is & programs that should happen every 1st Weekend of Every Month, u can report back on service delivery issues they might have raised previously, u can report back on ANC branch programs & door to door 🚪 work, u can report back Municipality programs since the Cllr will be there. You can report back in ID & Voter Registration drive that should happen in your ward so that we increase registered voters. You can report back on the outcome & Resolutions of the 54th National Conference OR the 9th Provincial Conference OR the recent Special PGC or Sub Regional Elective meetings held.
( I’m trying to show that there is a wide range of issues you can report back on - BECs can never run 🏃 out of issues to report back to the Community.

Nationally Limpopo has been doing well the past Two days - let’s keep the momentum today & ensure All Wards convene Report back meetings & we submit the pictures & reports as requested above.

STATEMENT OF THE ANC PEC ON LIMPOPO’S READINESS FOR THE PROVINCIAL CONFERENCE

A special PEC meeting was convened to consider recommendations from the PWC on preparations for the 9th Limpopo Provincial Conference in line with provisions of the Constitution. Rule 19.1 of the Constitution that designate “the PEC as the highest organ of the ANC in a Province between Provincial Conferences….

1. 9th Provincial Conference Dates
The PEC received a revised Roadmap for the Provincial Conference and resolved as follows:
(a) The Provincial Conference date be set for the weekend of 22 – 24 June 2018
(b) The BGMs for Nominations of delegates will commence from Wednesday the 23 May 2018 when all logistical processes are in place.
(c) The dates and roadmaps for regional conferences of Waterberg and Peter Mokaba regions remains the responsibility of the REC or RTT of the two regions. While Peter Mokaba and Waterberg are expected to adopt their roadmaps, the PEC resolved that the process of BGMs, Dispute Resolution, Appeals and Verification will run concurrently with Provincial conference processes. The same BGM will nominate for both region and province.
(d) To adopt the proposed Conference delegates allocation with regards to branch delegates guided by Rule 17.2.2.1 of the Constitution and these principles:
i. Two (2) delegates for the first 100 members of each branch in good standing and at least one delegate for every additional 100 members.
ii. To ensure fair and equitable representation inclusive of the requisite gender balance, in the case where a branch has two (2) delegates, at least one delegate must be female. In the event, the allocated branch delegates are an odd number, the majority of delegates of the said branch must be female.
(e) The Total Branch Delegates are estimated at 1575 whereas the ceiling of Total Voting delegates is set at 1680 delegates allocated as follows:
i. Waterberg = 212
ii. Sekhukhune = 282
iii. Mopani = 317
iiii. Vhembe = 352
v. Peter Mokaba = 412
vi. The 10% delegates for PEC, Leagues and RECs = 105
(f) The PEC further adopted all the Conference Committees necessary for the preparatory work and that the RECs must set up Dispute Committees to resolve any dispute that may arise in terms of BGMs and BAGMs, whereas the PEC has appointed a Dispute Appeals Committee to resolve any resultant appeals of dispute committee verdicts.

2. Branches with Pending Status
The PEC also noted that of the signed audit report, there are still branches in Peter Mokaba region whose status is still pending and resolved that the matter be addressed before the sitting of both the regional and provincial conference.

3. Status of the Peter Mokaba REC
An enquiry from the REC of Peter Mokaba, as mandated by their special RGCs on the standing/ status of the Peter Mokaba REC was received by the PEC. The matter arose given that the REC’s mandate lapsed in October 2017 and the extended grace period as per the Secretary-General correspondence of 17 October 2017 that postponed all conferences that were due after 30 September 2017 to the first quarter of 2018, has equally lapsed. The PEC has mandated the PWC to finalise the matter before the commencement of BGMs and BAGMs in the region whereas the query of the standing of the PEC has been referred to the NWC.
