Profile of Mr. Ghulam Nabi Mubtakir
Mr. Nabi Mubtakir founded the first Vocational Education Private School (NABICO) in Jad-e-Maiwand, Kabul, 54 years ago. A
t intervals, I have worked for UNESCO for the last 58 years while also having Export/Import and Government Contracting License #0104-6103, Reg. #4866 from the Ministry of Commerce and Industry, Kabul, Afghanistan. With practical experience in Custom Houses, Revenue Offices, and the Ministry of Commerce Departments for the last 48 years and my expertise for Office Management and Innovation, I have been the victim until this very moment for the Mismanagement and all the problems and the unnecessary delays in these Government Offices that have now reached their highest peak because of the Introduction of New Procedures and Systems by unqualified Foreign Experts, Advisors, and Consultants. For example, last year I went to Kabul Revenue Office (Mustaufiat) for six months in order to settle my account with them for having had no activity in that year. This year, I filed 3½ months ago with Kabul Revenue Office (Income Tax Office) again, and it is still not cleared. All other Afghan Merchants have the same problems and trouble. Our (Entrepreneurs’) time is our National Capital. Wasting the National Capital without any logical reason is a Major Crime. I propose to make some Innovations and Changes in the Procedures of the above mentioned Offices in order to bring down to 95% the visits of the Merchants to these three (3) Government Sectors and Offices (i.e. Kabul Revenue Office, Kabul Custom House, and the Ministry of Commerce and Industries). This will be a great Innovation that will avoid the extra unnecessary visits of the Merchants to their Offices for so many months every year. I can bring the same Changes and Innovations in the Custom Houses as well as in the Ministry of Commerce. Mubtakir is also a Certified Translator having License # 506 from the Ministry of Information and Culture, and Kabul University. My very tiny Office is at Room # 252, First Floor, Daoudzai Business Centre, adjacent to Afghan Ministry of Foreign Affairs, Char Rahi Malik Asghar, Kabul, Afghanistan. I have authored about 40 books on Afghan and Islam History and Cultures mostly in English. There are also some books from other Authors that I have edited their English and have translated them into Pashto and Dari languages. Some of them can be seen on my Facebook Timeline (Nabi Mubtakir) as well as on Amazon. I have written over 1,000 Articles on various subjects that have been published on my Facebook Timeline or on the Internet. Having been a Teacher and Expert in Office Procedures for 58 years in various Local and Foreign Offices, I have extensive experience to bring Innovation in any Government or Business Office in Afghanistan. If and when I would need some Database and/or Networking changes, innovations, and/or programming, as an experienced Expert in Procurement and Management, I can easily identify the right IT Expert to make the necessary changes that I would want him/her to programme. There are no other Foreign Experts and/or Consultants who can bring such Changes and Innovations in these very Busy Government Offices because an Innovator and/or Consultant must have extensive practical experiences himself in these Offices for many years and decades. For the last 58 years, I always have myself gone to Custom Houses, Revenue Offices, and to various Departments of the Ministry of Commerce and the Chambers of Commerce without any Office Help or Administrative Assistance from others and have always been running a One-man Office. Without such extensive practical involvement, experience, and the knowledge in Teaching Vocational Education and Office Procedures, it is not easy for another local and Foreign Expert to succeed in such a tremendous and hard undertaking. The Foreign Experts, Advisors, and Consultants who have introduced New Imported Procedures and Systems, have all failed and have added more delays and problems to the Afghan Merchants in the above mentioned Government busy Offices. Working with UNESCO Kabul in 2002 from my one-man Office, I successfully rehabilitated the Ministry of Education, Ministry of Information and Culture, Ministry of Higher Education, Kabul University, Afghanistan Television and Radio Training Centre, Private Schools, Vocational and Government Schools in Kabul, Kabul Public Library and the Library of Kabul University, Library of Faculty of Journalism, etc. The writer was also responsible for the Establishment of Internet Café in Kabul University Library, Kabul Public Library, and the Ministry of Education, the Rehabilitation of Kabul University Library. Overall Implementation of various other Projects and collection of Educational and Media data, Logistical tasks such as identifying materials, goods, and services for the implementation of the Projects. The Writer was also responsible for all Local and International Purchases and Financial matters as well as Translation, Composing, Designing, Printing, Publishing of Books and Pamphlets. Contracting with Construction Companies and supervising their work for building Schools and Training Institutions in Kabul. I had a major key position in the Administration and smooth running of the UNESCO Director’s Office, and assisted in the renovation of UNESCO Guest House. Liaison with the Ministry of Foreign Affairs, Ministry of Finance, Ministry of Education, Ministry of Higher Education, Kabul University, Kabul Municipality, Ministry of Information and Culture, Kabul Radio and Television, UN Agencies, and the International NGOs. I take the liberty to attach my Curriculum Vitae for your information together with copies of my two Business Licenses. Please note that the Introduction of Azerbaijan or any other Software Systems cannot solve the slow and corrupted Procedures that are now being practiced in the Afghan Offices. Only a local Teacher and Expert with extensive Experience and Knowledge can Initiate Procedures and New Systems in above mentioned Offices who would have extensive knowledge and experience having worked with Foreign Missions and the Afghan Government Offices for many years.
