Greece To Tackle Overtourism With New Visitor Tax on Santorini, Mykonos

Greece is set to introduce a new tax for cruise ship passengers visiting the popular islands of Santorini and Mykonos during the summer’s peak season, in an effort to mitigate the effects of overtourism.

The €20 ($22) visitor tax was announced on Sunday by Greece’s Prime Minister Kyriakos Mitsotakis, who emphasized the need to address the strain mass tourism has placed on these iconic destinations.

Having first presented his primary economic policies for 2025, Mitsotakis explained during a press conference that, “Greece does not have a structural overtourism problem…Some of its destinations have a significant issue during certain weeks or months of the year, which we need to deal with.”

Among these, Santorini and Mykonos, two of Greece’s most sought-after islands, have been contending with an overwhelming number visitors, especially coming from cruise ships. "Cruise shipping has burdened Santorini and Mykonos, and this is why we are proceeding with interventions," he stated.

Tourism plays a critical role in the Greek economy, which has been gradually recovering from a financial crisis that’s severely impacted the nation over the past decade. In 2023, the year’s 31 million tourists generated approximately €20 billion ($22 billion) for the Mediterranean nation.

Santorini, known for its stunning sunsets, unspoiled beaches and dramatic cliffsides covered in quaint whitewashed buildings, is home to around 20,000 permanent residents. But, when hordes of tourists descend during peak vacation season, the island is overrun by visitors and risks eventual ruin.

As in other popular European destinations, such as Venice and Barcelona, locals have begun protesting in favor of placing restrictions on tourism to combat its detrimental effects.

According to Reuters, a portion of the proceeds from the new tax will be routed to local communities to improve infrastructure, to help the islands better cope with the demands of mass tourism.

In addition to the new levy, the Greek government plans to regulate the number of cruise ships that are allowed to dock in certain destinations at one time. Mitsotakis also said that environmental measures will also need to be introduced and water shortages on the islands addressed.

The prime minister said on Saturday that he will propose taxing short-term rental properties and banning the issuance of new licenses for such properties in central Athens. These policy changes would aim to alleviate housing shortages for permanent residents.

Japan Will Begin Using US-Style Electronic Authorization Process

Visiting Japan will get slightly more complex in the coming years.

The country is preparing to introduce a new travel authorization system in 2030 that will require visitors to declare personal information online in order to obtain permission to enter the country, Japan Today has reported.

The new system is not all that unlike what the United States uses for foreign visitors, according to media reports. Individuals seeking to visit the United States, for instance, must use the Electronic System for Travel Authorization (ESTA), which was rolled out as an anti-terrorism security measure.

ESTA is used to assess whether a traveler is eligible to visit the U.S. under the Visa Waiver Program, before the individual gets on a plane to come here.

In a similar fashion, the new program being introduced for those seeking to visit Japan, dubbed JESTA, is also meant to screen individuals before they embark on a journey to Japan, per Japan Today.

Introduction of the JESTA program in Japan marks a departure from the easy breezy process visitors from 71 visa-exempt countries have experienced for years. Those from visa-exempt countries have historically been able to make short-stay visits without requiring any visa documents.

The Japanese government has said their goal is to reduce the entry of illegal immigrants who come from visa-exempt countries and stay longer than is allowed.

Data from the Japanese government shows that of the 49,801 illegal short-term visitors to the country in January 2016, more than 28,000 arrived from visa-exempt countries and regions, according to Japan Today.

Under the forthcoming JESTA program, visa-exempt foreign travelers will be required to declare their purpose of entry and place of stay online for screening by immigration officials before getting on a plane to come to Japan.

And in cases where the online application is flagged for risk of illegal stay, the individual will not be approved to visit Japan. Instead, the traveler will be encouraged to obtain a formal visa through their local embassy in order to visit.

The Japanese government will continue researching the proposed JESTA program over the coming year.

Hawaii Considering New Climate Impact Fee for Travelers

It might cost you even more to take that trip to paradise. Hawaii, which already has one of the most expensive occupancy tax rates in the country, is considering a visitor fee when the next legislative session begins in the new year.

There is a proposal to charge visitors a climate impact fee, or a green fee.

Natural disasters and the subsequent high rental fees have devastated the state’s tourism economy. It has the endorsement of Governor Josh Green, who has long been an advocate of charging such a fee to bolster Hawaii’s environment.

Hawaii can pattern itself after New Zealand, which last week more than doubled the amount of its tourist tax. It is a growing trend to ensure that tourists pay their fair share for the use of the environment and infrastructure.

The measure was defeated by the Hawaii Legislature earlier this year. Critics say that adding another fee would actually discourage tourism.

But Hawaii’s Dawn Chang, Chair of the state Department of Land and Natural Resources (DLNR), said: “Next year, the year of 2025, the governor is going to declare that, ‘The year of climate action’ and I think there will be a concerted effort to advocate for the green fee at the next legislative session.”

Green has declared 2025 as “The Year of Climate Action.”

Passengers will soon pay more for a Princess cruise. Here's why.

Travelers can expect to pay more next time they sail with Princess Cruises.

The cruise line is raising its crew appreciation charge starting later this month. Passengers booked in suites will pay $19 per person, per day, up from $18, while fees for guests in mini suites, cabanas and Club Class accommodations will increase from $17 to $18. For guests in all other staterooms, the charge will jump from $16 to $17.

The increase will roll out to its fleet on the same schedule as updates to the line’s Princess Premier package, according to a spokesperson:

Enchanted Princess on Aug. 31
Majestic Princess and Sky Princess on Sept. 1
Crown Princess on Sept. 2
Ruby Princess on Sept. 3
Grand Princess on Sept. 4
Emerald Princess, Discovery Princess and Sun Princess on Sept. 7
Caribbean Princess and Regal Princess on Sept. 12
Royal Princess and Sapphire Princess on Sept. 14
Island Princess on Sept. 25
Diamond Princess on Sept. 26
Coral Princess on Oct. 17

The charges are automatically added to guests’ onboard accounts but can be adjusted before disembarking. Princess previously raised its crew appreciation rates in February 2023.

Those fees, along with service charges on select purchases, are pooled and “distributed throughout the year in the form of compensation, including bonuses, to crewmembers fleetwide who interact directly with guests and/or behind the scenes throughout every cruise, including those in the Bar, Dining, Entertainment, Housekeeping, Guest Services, Galley and Onboard Revenue areas,” according to the line’s website.

Cruise lines periodically increase gratuity charges, usually in response to external factors like inflation or shifts in economic activity. “You look at the cost of hotels and transportation, fuel and food and everything else, and I think it's really just a normal response,” Danny Genung, CEO of travel agency Harr Travel, told USA TODAY in November. “You know, compensating employees, offsetting costs that have increased.”

Holland America Line also raised its crew appreciation charge in February, following similar moves from lines like Royal Caribbean International and Celebrity Cruises.

If you're a nervous traveller, the following article may put your mind at ease. Or maybe not.

What Are the Safest Seats on a Plane?

Air travel has entered an especially fraught place in the public consciousness lately, mostly due to a recent spate of incidents in which Boeing planes have caught fire, lost a wheel during takeoff, or sprung a hole mid-flight. These high-profile mishaps have given flying a bad name and made countless passengers ponder which seats on a plane are safest and which are the most dangerous.

Despite all the recent consternation, it’s important to remember that airline travel is remarkably safe. Packing into a full commercial flight may not always be the most comfortable or relaxing experience, but compared to just about any other methods it is one of the least deadly means of transit ever created. Airplane crashes are so rare that getting worked up about which seat is the safest one to plop your butt into is likely going to cause you more mental anguish than it’s worth.

That’s the official line, anyway. The US Federal Aviation Administration is very careful to point out that there isn’t any one section of an airplane that is more or less safe than another. In an email to WIRED, FAA public affairs specialist Rick Breitenfeldt says, “The most important thing passengers can do for their safety on any flight is follow all crewmember instructions.”

While no part of the plane may generally be the safest, there is probably a best spot to be sitting when specific incidents happen. Of course, that’s always going to depend on variables you can’t control. Each airline emergency plays out differently, affecting different seats more than others each time. What may be the best seat in the event of an engine breaking may not be the best place to be when a door gets ripped off mid-flight.

Party in the Back
The prevailing wisdom has long been that the back of a plane is the safest spot to sit. Reporting from Popular Mechanics and Time magazine analyzed 35 years of crash data up to 2015 and found that statistically fewer people who were sitting in the back died in plane crashes. Trouble is, those findings come from somewhat incomplete data. The victims’ seat positions aren’t always included in crash reports, so the data cannot paint a full picture of which zones are safest.

Daniel Kwasi Adjekum, an aviation safety researcher at the University of North Dakota, says there’s still something to those findings, purely based on the fundamental physics that planes adhere to. The front of the plane, often the most appealing place to sit if you’ve got a premium seat or are just eager to hop off that steel tube as fast as possible after landing, is also in a prime position to take the brunt of force from a nosedive.

“The front section, obviously, is comfortable because it's away from the engine and the noise,” Adjekum says. But, he points out, “that's normally the first point of impact. And so it’s a high vulnerability area.”

The back, though liable to separate from the plane in a catastrophic crash, is more likely to stay intact than the front and middle portions that are still connected to the engines.

“The rear section often will break off,” Adjekum says, meaning the latter section of the plane from behind the wings. “Lots of that kinetic energy goes with the front of the aircraft and leaves the back intact.”

Meet in the Middle
The middle section of the plane has a lot going for it in the event of a bumpy flight. The point where the wings meet at the center makes a more stable base that serves as the center of gravity for the plane, making it less inclined to bounce around when hitting turbulence.

“A lot of the oscillatory forces from turbulence are better when you're in the midsection than the tail section,” Adjekum says. The plane essentially works like a cantilever when it hits bumps midair. “So if you are riding the turbulence, it's like a seesaw with you on the extended portion of the saw.”

While the middle may be better for turbulence, it’s not necessarily ideal for a catastrophic situation. After all, the middle section is typically where the fuel cells are positioned, meaning if a fire is involved, you’re right on top of the gas tank.

What the middle does have going for it is easier access to the emergency exits in the center of the plane. The closer you are to the exits, the better your chances of survival after a crash.

Aisle, Middle, Window
OK, so toward the back of the plane yet still close to an emergency exit is probably your safest bet. You’ve got your row, but now which seat to pick?

Again, there are advantages and disadvantages of each option. Sitting in the aisle gets you closer to whatever exit you might need to head to in an emergency but also leaves you more vulnerable to getting walloped by falling luggage or loose debris hurtling down the aisle. Sitting by the window lets you see what’s going on outside, giving you a situational advantage, but it leaves you pinned against the wall and waiting until the other people in your row squeeze out first. Occupying the middle gives you a couple of human shields on either side of you to cushion any potential blows, but the middle seat is uncomfortable and an unpopular first choice.

Exit Strategy
If you’ve got aviation anxiety, all this back-and-forth of trying to figure out the perfect spot to sit is likely to only cause you more inner turbulence. Frankly, it’s probably not worth the worry.

Airplane accidents are ridiculously rare. According to data from International Air Transport Association, which represents the global airline industry, there was one accident that resulted in fatalities among 37.7 million flights in 2023. But when accidents do happen, each one is a little different and will affect the plane in different ways. Ultimately, Adjekum says, your chances of making it through an emergency in flight has less to do with where you happen to sit and more with how well trained your flight crew is—and how closely you listen to their instructions. (That’s why they’re all so serious about you paying attention to those safety announcements.)

“Anytime you sit in an aircraft, the first thing to do is to have situational awareness,” Adjekum says. “Listen to the instructions from the cabin crew, because they know their job and they are there to ensure that you are safe, no matter where you are seated.”

Just the kind of news we don't need.
from Pax News

Union warns of “significant” travel disruptions as Canadian border workers vote in favour of strike.

Travellers packing their bags this summer could hit a snag as Canadian border workers have voted in favour of a strike.

In a release from the Public Service Alliance of Canada (PSAC) on Friday (May 24), Canada Border Services Agency (CBSA) workers have voted 96 per cent in favour of job action.

The decision, voted on by more than 9,000, could lead to “significant disruptions” to the flow of goods, services and people at Canadian ports of entry as the busy summer season approaches.

Members voted 96 per cent in favour of taking job action during strike votes, which were held April 10 to May 23, 2024, said the PSAC.

“Taking job action is always a last resort, but this strong strike mandate underscores that our members are prepared do what it takes to secure a fair contract,” said Chris Aylward, PSAC national president, in a statement.

“Unless they want a repeat of 2021, Treasury Board and CBSA must be prepared to come to the table with a fair offer that addresses our key issues.”

Airports would be impacted
Job action by CBSA personnel in 2021 nearly brought commercial cross-border traffic to a standstill, causing delays at airports and borders across the country and a marathon 36-hour bargaining session to reach an agreement.

PSAC-Customs and Immigration Union (CIU) members at CBSA include border services officers at airports, land entry points, marine ports, and commercial ports of entry, inland enforcement officers, intelligence officers, investigators, trade officers, and non-uniformed headquarters staff.

Workers have been without a contract for over two years – yet Treasury Board and CBSA are still not prepared to negotiate an agreement that protects workers, and continue to demand concessions at the bargaining table, says the PSAC.

Sticking points in the negotiations include fair wages that are aligned with other law enforcement agencies across the country, flexible telework and remote work options, equitable retirement benefits and stronger protections around discipline, technological change and hours of work.

“Our members' response to this vote has been unprecedented – we extended the voting period to meet the overwhelming demand from workers,” stated Mark Weber, CIU National President, in the release.

“We’re sending a clear message to the employer: we’re prepared to fight for fair wages, equitable retirement and to make CBSA a better place to work.”

Possible strike action in June
Both parties last met at a Public Interest Commission (PIC) hearing April 22. The Commission’s report is expected to be released before mediation sessions scheduled to begin June 3 to seek a resolution to the bargaining impasse.

PSAC-CIU will be in a legal strike position following the release of the report, says the PSAC.

“We’re committed to reaching a fair contract that protects workers and improves working conditions for our members,” stated Aylward. “As summer travel season nears, we hope the Trudeau Liberal government is making these negotiations a top priority. The window to avert a strike is closing quickly.”

Ottawa responds
The Office of the President of the Treasury Board of Canada issued a statement Friday morning, saying the Government of Canada is committed to reaching an agreement for its border services employees.

"We have already signed renewed agreements with more than 80 per cent of the public service, and if the union is ready to negotiate in good faith, we can do the same for Border Services group employees," the statement reads. "We recognize that labour action is a legitimate part of collective bargaining. Employees have the right to strike, but at this time it is unnecessary. We are ready and willing to return to the bargaining table at any time."

The Board said there are upcoming opportunities where both parties can make "real progress toward an agreement."

"By the end of May, we will receive recommendations from an independent party—the Public Interest Commission—which will help bring the two sides together. Then, on June 3, guided by those recommendations, both parties will begin mediation," the statement reads.

"We believe these opportunities can provide a clear path to an agreement without the undue hardship for employees and the public caused by a strike."

The statement goes on to say that the best agreements "are reached at the bargaining table."

"Rather than planning for disruption, PSAC should focus on negotiation so we can reach an agreement as quickly as possible that is fair to employees and taxpayers," the statement reads.

Carnival Cruise Line issues a warning to passengers:

The internet has no shortage of hacks and tips to save money, get free cruises, and score other benefits on your cruise.

The problem is that while there are many ways to get better pricing, or even score a freebie, there are also a lot of scams.

A good travel agent, for example, might be able to get you on-board credit or even an upgrade from an interior room to a balcony. It's not unheard of for gamblers to be able to get a free room using a service like URComped or by sharing their land-based free-room offers with the cruise line you hope to sail on.

Cruise prices are not easy to track. Royal Caribbean, Carnival and other cruise lines use demand-based pricing. That means that today's price could go up or down based on how many people are booking any particular cruise.

There are all sorts of strategies to get the best price on your cruise. Some can help, but in many cases the advice you find on the internet can be dangerous.

Carnival Cruise Line (CCL) Brand Ambassador John Heald used his popular page to debunk one room-upgrade strategy that he says will not work.

Heald often spends his entire day answering questions on his page. Sometimes that means pushing back on posts he sees elsewhere on the internet.

Heald quoted someone who posted the following:

"John check this out. Posted on the Carnival **** Facebook Group page. Cruise hack. When you get on the ship go straight to the front desk. Say to them that you are scared because you get claustrophobic and sick in an inside room [and] you have to get upgraded. I have been on 4 cruises and only once was told no and on TWO occasions we were given a free upgrade to a balcony."

That won't work, according to Heald.

"Well, this comes from a page where this past week we had false and fabricated comments," the Carnival executive wrote. "They were investigated. Both were total bo****ks. And now we have the hat trick. This 'hack' is only true in the same sense it’s true that I am on the front cover of 'Cruise Industry News' under the banner 'Cruising’s Hottest and Most Influential Man, 2024.'”

Heald explained why an onboard upgrade is very unlikely.

"Our ships are mostly always sold out this year and many are in 2025 too. We simply cannot do upgrades so standing in line at Guest Services on their busiest day to ask for an upgrade is a waste of your time and quite frankly, a waste of the guest services team as well who could be helping other guests on what is their busiest day," he added.

my comment:
There is no way for me to get an upgrade for a client unless it's actually being offered by the cruiseline as something I can request and book.
When I make a booking, there is sometimes an option I can link to indicate that the client will accept an upgrade if one is available.
What's more common these days is that the cruiseline contacts the client directly offering to sell them an upgrade.
Be aware that as far as the cruiseline is concerned, an upgrade may be something as simple as moving you one cabin closer to midship --- same cabin category as the client is already booked in --- but client still pays the price for the upgrade. Once they've indicated they will pay for an upgrade, they don't usually get any notification in advance of where the upgraded cabin will be. No option of declining the upgrade.
