Expanding Enterprise Participation in the Clothing and Textile Global Value Chain
Embracing the clothing and textile global value chains offers countries numerous opportunities for economic development, technological advancement, and social progress. However, it also presents challenges such as ensuring equitable distribution of benefits, addressing environmental concerns and managing risks associated with global integration.
The ILO in collaboration with ITC held a roundtable discussion for the Business Organizations and Governmental Ministries to unpack the indepth issues of a project aimed towards improving the Clothing and Textile Sector in Lesotho.

The Chamber’s expertise and discerning insights greatly contributed to the discussions and analysis of the budgetary allocations and priorities outlined for the upcoming fiscal year.

IMPLEMENTATION OF SADC RULES OF ORIGION ON TRADE PROTOCOL

Delegate Ms. Maliengoane Mothabeng of MTS Enterprises an associate member of LCCI has been elected to represent The Chamber on the Validation Workshop on the SADC Rules of Origin Verification for Guidelines for the implementation of Annex I for the Protocol on Trade in Johannesburg, South Africa from 20-22 February 2024.

The implementation of the SADC Rules of Origin in SADC is meant to support the implementation of the Industrialization Strategy and Roadmap, especially in the development of value chains by addressing the impediments to the movement of goods across the region and reducing the cost of doing business.

Here is what LCCI had to say on the key Challenges/opportunities facing Business Associations in Lesotho. And the top priority reforms needed to enhance the Public Private Collaboration in Lesotho.

1. Political dominance/influence and lack of understanding between business associations and political organization, as to how they are organized and managed.

2. Inability of business association members to also understand that difference.

Associations should be motivated by their desire to behave and be seen as neutral and prepared to work and engage any government in power and support good policies that work for business.
Political leaders must respect business associations and encourage them to unite effectively to promote economic growth for the benefits of all citizens.
Opportunities are enormous where business collaborates effectively with any government, corruption both in the Private Sector as well as in government has proved dangerously for growth of any country. Associations must try to operate above party politics by remaining and being professional at all times in dealing with officials of government.
It is imperative that we establish robust public-private working groups between government ministries and business associations. Through these working groups, we can address critical issues such as legislation, service delivery, infrastructure gaps and trade barriers. Regular meetings will ensure that solutions are found collectively.
We must also strive for increased efficiency in public spending on infrastructure, which is vital for private sector development. This includes prioritizing investments in energy, digital connectivity, road network and border posts.
Establishing an infrastructure fund financed through public-private partnerships with clear oversight mechanism will allow us to bridge financing gaps.
We must continue pursuing reforms in tax administration processes to improve Lesotho’s overall ease of doing business which will incentivize new investments and promote conducive business environment.
In conclusion, strengthening public-private dialogue and fostering purposeful collaboration and essential steps towards addressing our binding constraints enticing competitiveness, and private sector led economic growth.

MSME RESILIENCE FUND VALIDATION WORKSHOP

The Ministry of Trade, Industry and Business Development through the Competitiveness and Financial Inclusion Project received funding from the World Bank to support the government, by reducing the fiscal volatilities required to respond to climate shocks. This initiative will be attained through the designed, capitalization and implementation of risk financing instruments to provide support to shock-affected viable MSMEs during disasters to enable them to maintain their operations.

CAFI seeks to strengthen the competitive of firms participating in the global textile and clothing value chain, and to accelerate the recovery of firms from the impacts of the corona virus pandemic.

The Government of Lesotho has collaborated with International Labour Organization to implement a 42 month project on Expanding Enterprise Participation in the Textile and Clothing Global Value Chain Project. In preparation of this project, LCCI has been identified as one of strategic stakeholders to form part of a team that will undertake a Backstopping Mission in Lesotho from the 29th January 2024 -2 February 2024 to stir forth the primary engagements of this project.

World Trade Organization E-Commerce Moratorium on custom duties poses a threat to Cyber-Trade

The International Chamber of Commerce has invited LCCI and its members of good standing to a Global Webinar today at 14:00hours-15:30hours to discuss the E-Commerce Moratorium on Custom Duties on Electronic Transmissions. Today at the conference the Ministers of WTO will look at the impacts of the Moratorium, the potential consequences of its non-renewal, and what it would mean for doing business in the digital era. The conference discussions and conclusions will decide its fate at the 13th Ministerial Conference.

This brings fear to us as the business community because failure to renew the Moratorium would impact businesses everywhere - regardless of size, sector or location. Governments could start imposing customs formalities and duties on everything ranging from software to e-payments.

Asian-African Chamber of Commerce and Industry SIGNS A MEMORANDUM OF UNDERSTANDING with Lesotho Chamber of Commerce and Industry.

The MoU BINDS the two parties to the following significant roles and responsibilities;
1. To develop a strong institutional, trade and business relations between AACCI and LCCI, in order to establish a sustainable mechanism of dialogue and platform for discussions
2. To exchange information on general economic status, taxation, investment opportunities, trade policies and legislative changes of their respective domain/region/country in order to strengthen trade, technological and industrial cooperation between respective locus.
3. To regularly exchange information/publications and materials concerning economic development, foreign trade and investment policies of their respective locus.
4. To establish effective and systematic consultation and cooperation between them particularly on the trade and investment policy developments of the domain/region/country.
5. To assist each other in organizing business delegations, and facilitating their business interest
6. Whenever possible and appropriate, to exchange information and assist each other in the organization of/participation in international fairs, exhibitions and trade promotion events to be held in their respective countries and assist and encourage their members in participating in such events.
7. To cooperate on all programs of trade and investment promotion and commercialization between respective domains.
8. To assist each other in development of a ‘Pilot Project’ in a designated area in Asia or Africa to be coordinated by Party-B with the respective governmental organ.
9. To create Joint Committee to find and select sustainable Regional or Domain Corporations, whichever is applicable.
10. Both parties have agreed to utilize each other’s office and secretarial facilities.
11. To hold regular meetings to facilitate exchange of views to review the provisions and operation of this Memorandum including implementation of this MoU in the light of experience; and to consult modifications and developments to cover specific issues, as demand appropriate.
12. Parties will share logos in collaborative programs and collaterals in order to give mileage to each other and support individual causes with mutual consent wherever applicable and a click on logo will take visitors to each other’s website.
13. There will be a dedicated page about each other on respective websites, which will help create more members for each other’s.
14. AACCI and LCCI shall exchange all relevant information and programs, in bilateral (ONE) to various parliamentary initiatives, political, economic, diplomatic, social, cultural and security in general.

Motivational Monday!

The Lesotho Chamber of Commerce and Industry was invited to a working luncheon by the High Commission of Indian and his entourage.

The Purpose of the meeting was amongst other things to forge working relations with the Indian Community in Lesotho.

His Excellency Prabhat Kumar based in South Africa, Pretoria wanted to find out what investment opportunities are there for India in Lesotho. He also wanted to know, whether Lesotho can lease Agricultural Land to foreigners.

In our discussion, we proposed to His Excellency our wish to have an assembling plant of Tractors, TATA and Mahindra vehicles in Lesotho. We went on to request that we be assisted with training for our membership in various fields for instance, ICT, Hospitality, Health related issues and poultry farming.
His Excellency instructed his secretary to ensure that our requests are met and there should be a constant interaction between his office and LCCI in order to ensure that every bit of our discussions are given the attention it deserves.
