As of September 7, fully vaccinated travellers, from any country, can enter Canada.

Check out this summary of the border measure changes:

โœ”๏ธ Fully vaccinated travellers who meet all of the mandatory requirements do not have to quarantine upon arrival in Canada.

โœ”๏ธ Travellers MUST show their receipt to board their flight.

โœ”๏ธ All travellers must have proof of a negative COVID-19 molecular test taken within 72 hours before arrival, or a positive result taken 14-180 days before arrival. Antigen tests will not be accepted.

โœ”๏ธ Fully vaccinated travellers do not need testing, unless they have been randomly selected to complete a Day 1 Covid-19 molecular test.

โœ”๏ธ Travellers entering Canada for exempt essential purposes, such as medical support and trade and transport, will be able to save time by entering their info in ArriveCAN once and using the same receipt for each entry into Canada.

โœ”๏ธ Unvaccinated children under 12 travelling with fully vaccinated parents and/or guardians no longer have to quarantine, but must avoid group settings during the first 14 days after arrival.

BI to implement IATF ruling on travel restriction classifications

MANILA, Philippines โ€” The Bureau of Immigration (BI) announced that it will be implementing the latest resolution from the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) on travel restriction classifications starting September 6.

In an advisory, BI Commissioner Jaime Morente announced that following the IATF resolution as approved by the Office of the President, the previously-imposed travel restrictions on 10 countries namely India, Pakistan, Bangladesh, Sri Lanka, Nepal, United Arab Emirates, Oman, Thailand, Malaysia and Indonesia shall be lifted starting Monday.

Meanwhile, Morente shared that the IATF also ruled the adoption of the green, yellow, and red classifications for international travelers.

In the said classifications, international travelers coming from countries under each listing, shall comply with the appropriate entry, testing and quarantine protocols.

"The IATF approved the adoption of Yellow and Red classifications, in addition to the Green List countries," said Morente. "Following these categories, we will be implementing the appropriate entry protocols," he added.

The classifications, according to the IATF, are based on each country's incidence rates and case counts as primary criteria, and testing data as secondary criteria.

The IATF classified Yellow List countries as โ€œModerate Riskโ€.

Inbound international travelers, regardless of their vaccination status, coming from or with travel history within the last 14 days prior to their arrival in the Philippines from Yellow and Green countries may be allowed to enter if within the allowable classes, and subject to testing and quarantine protocols to be implemented by the Bureau of Quarantine.

Currently, only Filipinos, balikbayans, and aliens with valid and existing visas are allowed to enter. The entry of tourists remains restricted.

On the other hand, the IATF classified Red List countries as โ€œHigh Risk".

Inbound international travelers, regardless of their vaccination status, coming from or who have been to โ€œRed Listโ€ countries, shall not be allowed to enter the Philippines.

"Only Filipinos returning to the country via government-initiated repatriation, non-government-initiated repatriation, and Bayanihan flights may be allowed entry, subject to the appropriate testing and quarantine protocols as set by BOQ," said Morente.

Immigrant Visa (IV):

The Embassy continues to have a significant backlog of all categories of immigrant visas. We are using a tiered approach to triage immigrant visa applications, based on the category of immigrant visa, as we resume and expand processing. While we schedule limited appointments within all four priority tiers every month, the following lists the main categories of immigrant visas in priority order:

โ€ข Tier One: Immediate relative intercountry adoption visas, age-out cases (cases where the applicant will soon no longer qualify due to their age), and certain Special Immigrant Visas (SQ and SI for Afghan and Iraqi nationals working with the U.S. government)

Nonimmigrant Visa (NIV):

The Embassy continues to prioritize travelers with urgent (i.e. matter of life and death) travel needs, foreign diplomats, and certain mission-critical categories of travelers, such as students and exchange visitors (F-1, M-1, and J-1) and temporary employment visas (H-1B, H-2B, and L nonimmigrants). Visa appointments and processing for B1/B2 (Business/Tourist) remain suspended, with the exception of interview waiver renewals.

We understand that many visa applicants have paid the visa application processing fee and are still waiting to schedule a visa appointment. The Embassy will extend the validity of your payment (known as the MRV fee) until September 30, 2022, to allow all applicants who were unable to schedule a visa appointment as a result of the suspension of routine consular operations an opportunity to schedule a visa appointment with the already paid fee.

BI launches ACR I-Card checking system for alien passengers

Foreigners registered with the Bureau of Immigration (BI) will soon be able to enter and exit the country with more ease with the upcoming integration of the Bureauโ€™s automated travel control system at the ports with its database of issued alien certification of registration identity cards (ACR I-Cards).

Immigration Commissioner Jaime Morente announced that the project will soon be pilot tested at the NAIA 3 terminal before its implementation in all the major international airports and seaports of the country.

Morente said that under the new system, details of aliensโ€™ ACR I-Cards will be integrated into the Bureauโ€™s Border Control Information System (BCIS), which is the software used by immigration officers at the airports, in processing all arriving and departing international passengers.

ACR I-Cards are issued to BI-registered foreigners who are holders of immigrant and non-immigrant visas issued by the Bureau.

โ€œWith this project, the time our officers at the airports consume in processing foreign passengers will be shortened and these passengers will be assured of a hassle-free experience when traveling in and out of the country,โ€ Morente said.

The BI Chief said the Bureau is eyeing the projectโ€™s full implementation at the NAIA and the other international airports this September.

Atty. Jose Carlitos Licas, BI Alien Registration Division Chief, said that when operational, the project will enable immigration officers in the ports to immediately and electronically gain access to information about the ACR I-Card of a foreign passenger who is being processed for immigration clearance.

โ€œThe immigration officer will be able to immediately ascertain the immigration status of the passengers, and if the latterโ€™s ACR I-Card is still valid, and if he has a valid emigration clearance certificate (ECC) and re-entry permit (RP) or special return certificate (SRC),โ€ Licas said.

He added that the corresponding official receipt numbers of the fees paid for these travel documents can also be viewed in the said system.

โ€œThis is just one of the technological advancements that we are pushing for to improve the Bureau,โ€ said Morente. โ€œWe are expecting more technological improvements until next year, to make our systems faster and more efficient,โ€ he added.

Aliens hired to work in PH but still abroad
may now be given work visas - BI

The Bureau of Immigration (BI) announced that foreigners currently abroad who are hired to work in the Philippines by employers based here will soon be allowed to pre-apply their work visas before entering the country.

Immigration Commissioner Jaime Morente disclosed that he just issued an operations order allowing companies who wish to engage the services of foreigners who are still abroad to apply for a 9(g) working visa on behalf of these expatriates.

BI reportedly adopted the new procedure pursuant to a resolution of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) which authorizes the issuance of working visas to foreigners who intend to come to the Philippines for long-term employment with a Philippine-based employer.

The IATF said the visa may also be issued to foreign workers whose expertise will be tapped for foreign-funded government projects such as those in transportation and infrastructure.

Morente explained that at present, only foreigners who are already in the country and whose services are engaged by companies here are issued 9(g) visas by the BI upon the filing of a petition for issuance of such a visa by their employers.

โ€œWith the promulgation of this new policy, would-be expatriates bound for the Philippines will be able to apply for their working visas, which they would present when they enter the country,โ€ the BI chief said.

Morente, however, stressed that as in the case of foreigners who were previously issued their 9(g) visas, the employers of these alien workers must still apply for an alien employment permit (AEP) on their behalf with the Department of Labor and Employment (DOLE).

โ€œThose who fail to secure their AEP will not qualify for the issuance of a 9(g) visa and the petition for visa issuance by their employers will be denied by the bureau outright,โ€ he stressed.

Among others, the BI operations order provides the 9(g) working visa shall be applied for and processed in the Philippines by a Philippine-based employer, in behalf of the applicant.

Upon approval by the BI, the order granting the visa will be forwarded to the office of consular affairs of the Department of Foreign Affairs (DFA) which will then transmit the same to the foreign service post (FSP) abroad where the applicant is situated.

The FSP will then issue the 9(g) visa to the applicant who must travel to the Philippines within 90 days and upon arriving here he shall proceed to the BI main office to have his visa implemented and registered with the bureau.

Alien immigrants with expired ACR I-Cards can still enter PH - BI

The Bureau of Immigration (BI) said foreigners, who are holders of immigrant or permanent resident visas but whose alien certificate of registration identity cards (ACR I-Card) have expired, can still travel to the Philippines so long as they have valid re-entry permits (RPs).

In a memorandum to all terminal heads of different international airports, Atty. Carlos Capulong, BI Acting Port Operations Division Chief, reiterated an earlier directive of BI Commissioner Jaime Morente to allow the entry of alien immigrants with expired ACR I-Cards.

โ€œWe are still being besieged with queries as to whether these aliens who are permanent residents and immigrants with expired I-Cards can go back to the Philippines. They can do so as long as they can present their valid RPs,โ€ Capulong said.

It was learned that Morente issued the directive upon recommendation of the Bureauโ€™s Alien Registration Division (ARD) which held that arriving immigrants with expired ACR I-Cards should not be turned back but be advised only to renew their cards at the Bureau.

According to the ARD, these ACR I-Cards cannot be used as basis to admit an alien immigrant as it merely serves as proof that the latter is registered with the BI.

Capulong, however, stressed that aliens who are holders of non-immigrant visas must be in possession of valid ACR I-Cards to be allowed entry into the Philippines.

As for aliens whose re-entry permits and special return certificates (SRC) have expired, Capulong said they may renew the same upon arriving at the airport before immigration clearance.

It can be recalled that Department of Justice Secretary Menardo Guevarra earlier issued a directive allowing aliens with expired re-entry permits and SRCs to extend and pay their fees at the airport.

It was noted that most of these alien visa holders failed to extend their RPs and SRCs as they were stranded abroad due to the pandemic and ongoing international travel restrictions.
