Gibatbat ni Gov. Teves nga nagplano siya nga ibalhin ang Kapitolyo sa dapit sa Diversion Road, sa lungsod sa Sibulan, diin tukoron ang modernong-Capitol complex nga adunay up-to-date connectivity. Nagplano sab siya nga himuong museum ang Daang Kapitolyo.
