FASTER OFW DEPARTURE CLEARANCES EXPECTED - - BI

MANILA, Philippinesโ€” The Bureau of Immigration (BI) said that the integration of the Overseas Employment Certificate (OEC) system into its system expedited the processing of departure clearances for Overseas Filipino Workers (OFWs).

According to BI Commissioner Norman Tansingco, this integration is a key component of the Bureauโ€™s modernization strategy, aligning with the vision of a โ€œBagong Immigration towards the Bagong Pilipinas.โ€

The OEC, or OFW Pass, serves as exit clearance and verifies employment abroad for Filipino workers. With the new system integration, the BI and the Department of Migrant Workers (DMW) now have real-time data sharing capabilities, significantly speeding up the immigration clearance process.

Tansingco said that this is jumpstarts the concept of green lane for OFWs. He highlighted the advantages of the integrated system: โ€œThe integration of the OEC into our system represents a significant improvement in BIโ€™s modernization efforts. This update will facilitate quicker processing times for OFWs, ensuring that they receive their immigration clearances promptly and efficiently. By enabling real-time data sharing with the DMW, we also aim to ensure a more streamlined process.โ€

This integrated system allows for immediate verification of OEC details, providing a seamless experience for OFWs as they prepare for their overseas employment. If no irregularities are detected, departing OFWs will receive their immigration clearance without delay.

He added that the DMW has also committed to maintain its personnel stationed at the airports, who will give assistance to concerns of OFWs.

"This partnership between the BI and the DMW is aimed at providing a seamless experience for our modern day heroes," said Tansingco. "They can expect more improvements to come, targeting OFWs to provide better experience," he added.

A Czech tourist was denied entry by Bureau of Immigration (BI) officers at the Clark International Airport (CIA) in Pampanga for rude behavior after protesting his being required to register in the Bureauโ€™s eTravel system.

In a statement, Immigration Commissioner Norman Tansingco said 55-year-old Jaroslav Konsel was denied entry last Jan. 23 after arriving aboard a Cebu Pacific flight from Hongkong.

Tansingco said Konsel was turned away after the latter uttered expletives against the BI officers who asked him to first register in the eTravel online system before he could be admitted into the country.

Registration in the eTravel system is mandatory for all international passengers as it is an electronic travel declaration system which receives and stores information and data about all passengers who enter and exit the country.

It replaced the arrival and departure cards that international travelers used to fill out as it harmonizes all data on passengers into one digital platform for all government agencies collecting arriving data, thus providing a quick and seamless travel experience for the public.

The eTravel can be filled out 72 hours prior to arrival to the Philippines.

According to Tansingco, Konselโ€™s act of defiantly refusing to comply with eTravel requirement amounts to disrespecting the countryโ€™s laws and its persons of authority.

โ€œReports that he taunted and mocked the immigration officers who were politely explaining to him the eTravel requirement is enough ground for him to be excluded and banned from entering the country,โ€ the BI chief stressed.

Airline and immigration employees were said to have attempted to assist him in filling out the form, which he all angrily rejected.

An order placing the Kornel in the BI blacklist of undesirable aliens was already issued by Tansingco.

BI-CIA officials reported that Konsel immediately became rude and started mouthing foul language when he was told by the BI officer to first fill out the e-travel form online.

He allegedly continued to behave in an outraged manner even as he was filling out the eTravel form and even refused to listen or follow instructions from people who were assisting him in the eTravel counter.

When he returned to the BI counter, Kornel continued to complain and furiously slammed the front desk of the BI officer, thus causing further commotion in the airport.

27 VIETNAM NATIONALS VICTIMIZED BY HUMAN TRAFFICKING REPATRIATED โ€” BI

The Bureau of Immigration (BI) has announced the repatriation of 27 Vietnamese nationals who have been victims of human trafficking on Tuesday.

Based on the report to the BI, the Ninoy Aquino International Airport Task Force Against Trafficking (NAIA-TFAT) referred the victims to the IACAT-Tahanan ng Inyong Pag-asa Center, following their interception at NAIA Terminal 2 last Oct. 31.

According to BI Commissioner Norman Tansingco, the victims were accompanied by one Chinese handler, two Filipino drivers, and one Filipino translator. The traffickers had reportedly intended to sell the victims to a company based in Cebu City.

Of the 27 victims, 21 departed for Hanoi via a Cebu Pacific flight, while the remaining 6 departed for Ho Chi Minh City via a Philippine Airlines flight.

In response to this incident, the BI has cancelled the working visas of the victims involved.

Tansingco then expressed his dismay towards foreign nationals who exploit the Philippines as a hub for their trafficking activities.

โ€œWe will not be a haven for those seeking to perpetuate such criminal acts,โ€ he said. โ€œThe BI stands firm in its commitment to dismantle trafficking networks and safeguard the welfare of those vulnerable individuals,โ€ the BI Chief added.

PASAY, Philippines โ€” The Bureau of Immigration (BI) on Friday deported the latest batch of online gaming workers, who were arrested in an alleged scam hub in Pasay City in August.

BI Commissioner Norman Tansingco shared that the deportation of 36 Chinese nationals was conducted by the agency, in partnership with the Presidential Anti-Organized Crime Commission (PAOCC).

The group was deported on board a Royal Air flight to Nanning City, China.

It can be recalled that the said Chinese nationals were arrested in a joint operations by the PAOCC, Department of Justice (DOJ), Cybercrime Investigation and Coordinating Center (CICC), National Bureau of Investigation (NBI), Philippine National Police (PNP) and the BI at the SKK building in Pasay City.

The foreign nationals were reportedly found to be involved in a hub conducting crypto scams. Their names have likewise been included in the BIโ€™s blacklist.

Tansingco said that foreign nationals who abuse the countryโ€™s hospitality and operate illegal companies in the Philippines are not welcome in the country.

โ€œWe will not stop until all foreign nationals who conduct scamming activities here in the Philippines are arrested and deported,โ€ he stated.

DUMALINAO, Zamboanga del Sur โ€” The Bureau of Immigration (BI) arrested three Pakistani nationals with alleged links to a local terrorist group.

Arrested in Purok Durian in Barangay Pinig Libano, Dumalinao, Zamboanga del Sur last October 3, was Pakistani Faizan Muhammad alias Faizan Khan, 34, for violation of the conditions of his stay and for being an undocumented alien.

Muhammad, together with a certain Ali Wahab, was the subject of a complaint from a Filipina after owing her of merchandise for almost a year. The complaint alleged that Muhammad possesses an expired travel document, and is already overstaying in the country since 2015.

The duo reportedly harassed the family of the complainant, and threatened to kill her as they were supported by a terrorist group.

Upon confirmation of their status, BI Commissioner Norman Tansingco immediately issued a mission order to effect Muhammadโ€™s arrest. During his arrest, Muhammad was unable to show a passport, and even presented a Philippine National ID despite being a foreign national.

His alleged cohort, Ali Wahab, 36, was located and arrested in Barangay Banago, in Balabagan, Lanao del Sur. Ali was found with another Pakistani identified as Ajmal Ali, 35. Both were found to be overstaying and undocumented, and Ali was tagged by a report as a supplier of materials for a local extremist group in Central Mindanao.

Ali also presented a Philippine driverโ€™s license stating his nationality as Filipino. Both were unable to present their travel documents.

The trio were immediately arrested and faced charges for violation of the Philippine Immigration Act of 1940.

BANTAY, Ilocos Norte โ€” An Indian man wanted for fraudulent activities was arrested by the Bureau of Immigration (BI) last September 26.

In a report to BI Commissioner Norman Tansingco, Fugitive Search Unit (FSU) Chief Rendel Ryan Sy identified the suspect as Prithes Das, 22, who was arrested in a restaurant in Bantay, Ilocos Norte.

The operation was conducted in coordination with the Philippine National Police (PNP) Foreign Intelligence and Liaison Division, Regional Intelligence Unit, Provincial Intelligence Unit of Ilocos Sur, and government intelligence units in Northern Luzon.

Das was found to be an overstaying and undesirable alien after being reported by his government for his crimes.

Indian authorities informed the BI that Das has been falsely representing himself as a Chief Advisor at the Embassy of India in Manila to deceive his victims in various fraudulent schemes.

He was said to have a previous arrest in Baguio and pending complaints in Davao City for similar offenses.

Das was immediately transferred to the BIโ€™s Warden Facility inside Camp Bagong Diwa in Bicutan, Taguig and is set to be deported and blacklisted.
