It seems UP has applied the implementing rules and regulations (IRR) of Republic Act No. 10931 on this year's UPCAT.

According to Rule II, Section 7 of the IRR, one of the benefits of students under this law is free entrance fees to state universities and colleges (SUCs).

Thus, the UPCAT application is free for Filipinos.

Only foreign students are required to pay the application fees (P450 for foreign residents studying in the Philippines and US$50 for non-residents).
