UNIFIED PLAN OF ACTION COVID-19 RETURN TO PLAY FOR ALL ALL STYSA PLAYERS AND TEAMS IN EL PASO, TEXAS AND SURROUNDING AREAS -
Now that soccer fields are available for use and small public outings are being allowed, many parents and coaches have expressed a desire to start league games immediately.
The spread of Covid-19 is still a huge concern to us all. Half of the parents polled recently have said they think it’s unsafe to start at this time. The El Paso Parks and Rec
Dept. has recently cancelled all our soccer spring permits. Time is needed to reapply for those permits with new field layouts to encourage proper social distancing. Most
players have been stuck at home for months now. Not all have been active everyday, and probably less have been training. Very few players are game-ready. We have considered all these points carefully.
PRACTICES CAN RESUME, BUT PLEASE DO SO SAFELY. More detailed information will be sent out to all coaches and parents regarding safe practices. League play will not be planned until August, depending on local outbreak statistics.
We would like to get back to normal as quickly as possible but unfortunately, safety concerns along with certain rules and regulations make it necessary to resume full league
operations in a more gradual method. Following these guidelines will ensure we can start playing games in a safe environment.
• Coaches and parents should all start communicating. Coaches will need to be able to
determine if they will have enough players to participate in league play.
• Coaches and team managers should be keeping a log of which players come to practice every
day, in case contact tracing needs to be done. These logs should be kept for at least 1 month.
• El Paso Parks and Rec has advised that all teams should obtain permits for your practice
spaces/fields. We don’t know how strictly they will be enforcing this.

Instructions on how
to apply for a permit can be provided by each league upon request.
• Hand sanitizer and other PPE should be provided by each team at each practice and game.
Masks should be worn at all times by every person on the field, and should players can only
remove masks during physical activities.
• Parents and spectators should be encouraged to wait in their vehicles or watch from a distance,
always maintaining proper social distancing.
• No groups of more than 10 people should be at any practice.
• Players should not be sharing balls, equipment, drinking bottles, etc.
