• Every summer NYCLASS constantly and falsely accuses horse carriage drivers of working their horses during hot days. IT’S NOT TRUE!!!!!

• Every summer NYCLASS seems to forget that horses don’t teleport and falsely accuses carriage drivers of working their horses through heat suspensions, so once again we’ll be reminding everyone about how NYC carriage horse weather related suspensions work.

NYC carriage horses have access to a salt block and fresh water at all times in their stable, from two water troughs at Central Park, from buckets under their carriages while they work, or in an emergency can access water from fire hydrants. The horses regularly receive cool showers before and after their shifts on warm days and reside in well ventilated, window-lined stables, in stalls below giant fans. The NYC carriage horse industry has the lowest stop work temperatures of carriage horse companies in the country. Since the law that prevents the horses from working above 89 degrees went into effect in 1989, they haven’t had a single horse’s health negatively impacted due to the heat. A couple of years ago an additional law was put into place that prevents the horses from working when the humidity level plus the temperature added together equals 150 or more, starting at 80 degrees or above. As NYC carriage horses vacation on pastures but do not receive daily pasture turnout, the work they do adequately supplements that need. On days where it’s likely a heat suspension will go into effect, day shift carriage drivers usually do their best to get their horses out for a few hours in the morning before temperatures rise to get their horses some exercise, even if it seems unlikely they will even get a single customer before a suspension.

While the temperature on your cellphone app or local weather channel might give you an estimated idea of when a suspension may occur, it’s not actually used to determine when they go into effect. The only reading that counts in the law is the NYPD Mounted Police horse unit’s thermometer. They hold it at horse head height on the hacklines and send the reading to the NY Health Dept’s equine veterinarian to determine if a suspension will be issued. Carriage drivers will receive a text message on their phone when a suspension goes into effect (and another when the suspension is lifted), but that doesn’t mean every carriage driver you see with a horse hitched to a carriage after that time is suddenly in violation of the law. Per law the drivers are given time to finish rides in progress, rather than kicking their customers out in the middle of the park only to return to the starting point without them. Per law the drivers are given time to rest or water their horse if they need to, and per law the drivers have time to return to the stables after a suspension goes into effect. Rather than pushing their horses to race back to the stable on warm days, it’s better for them to take their time at a walk, even if it means NYCLASS will be filming them and incorrectly claiming they’re in violation of working a horse during a heat suspension.

NYC carriage horses don’t teleport and they don’t melt the moment it turns 90 degrees (or 80 degrees with high humidity.) They’re highly adaptable animals that do live in some desert climates and can handle the lightweight work at a walk as they do in Central Park in warm weather. Many pastures and fields horses reside on in rural areas have no shade, and many equestrian activities that require horses to gallop over jumps are still permitted to operate all over the country when it’s 90 degrees. It’s those in NYC that have it the easiest and despite what NYCLASS films and claims occurs after heat suspension texts are issued, the carriage drivers you’ve seen in these videos haven’t been in violation of the law. NYCLASS actually misleads their followers about how the law works and instructs them to harass and take videos of carriage drivers doing nothing wrong, just minutes after heat suspensions go into effect. The fact that NYCLASS has to invent these stories for city council members and the public indicates they still have no substantial evidence against the operations of the NYC carriage horse industry to support their goal of banning carriage horses under intro 573.

Official Press Release Regarding Ryder (the NYC carriage horse lying down in the videos NYCLASS & others circulated 8/10/2022) Copy:

“Ryder is alert and resting comfortably at his stable.
The 14-year-old Standardbred, was heading back to his stable from Central Park Wednesday evening when he stumbled and fell at the corner of 45th St and 9th Ave and was initially unable to rise.
He eventually got to his feet and was taken to the stable by the NYPD’s Mounted Unit in its horse trailer where he was examined by an equine veterinarian.

After conducting an examination and observing neurological symptoms and weakness in Ryder’s hind end, the veterinarian diagnosed Ryder with Equine Protozoal Myeloencephalitis, or EPM. EPM is a neurological disease caused by a parasite found in possum droppings. Between 50 and 90 percent of horses in the eastern US have been exposed to the protozoa, though only a very few develop symptoms, sometimes months or years after exposure.
The vet took blood and f***l samples for additional testing. EPM can be treatable with medication.

Ryder has been a carriage horse for about four months, having lived and worked in a Pennsylvania previously. He gave two carriage rides Wednesday during his shift.

NYC has extensive rules and regulations to protect the health of the Central Park Carriage horses, including regular physical exams, multiple vaccinations, and a prohibition against physical activity in extreme heat. All concerns are investigated by the Department of Health and NYPD’s own horse unit, the Mounted Unit.
Horses, however, occasionally do get sick and have medical emergencies just like people and pets.

Christina Hansen, carriage driver and shop steward who responded to the scene and the stable said the veterinarian is awaiting the results of the blood test to confirm the diagnosis. She said that horses are not allowed out on especially hot and humid days, like Tuesday or other days during the heat wave. It was 85 degrees when Ryder fell. (Rides are suspended by law if temperatures hit 90 degrees.) “He had given two rides earlier in the day in the park. Ryder was not over heated or dehydrated,” said Hansen, "They were hosing the horse down as a precaution, but they checked all of his vitals he had good temperature, good color in his gums and everything like that."

“A horse on the ground is a danger to itself and needs to get up - ASAP. They can thrash and hurt themselves and the longer they are down the more their weight on their limbs makes it harder for them to get up, and can actually cut off circulation to their limbs and gut. These are animals that weigh 1,600 to 1,800 pounds.”

From Tony Utano, President of Transport Workers Union Local 100,
“We thank everyone for their concern about Ryder, one of the beloved Central Park carriage horses.
The veterinarian believes Ryder has EPM, a neurological disease caused by possum droppings.
This is another example why people shouldn’t rush to judgement about our horses or the blue-collar men and women who choose to work with them and care for them.
Sadly, horses - like people - can get sick.”
