During her 25-years on the bench, Julia was recognized by her peers on several occasions for her professional

commitment and integrity. She is a recipient of the Kentucky Bar Association Outstanding Judge Award, the Kentucky Academy of Trial Attorneys: Henry Pennington Outstanding Trial Judge Award, the University of Kentucky College of Law’s Distinguished Jurist Award, and the Thomas B. Spain Continuing Legal Education Award. Julia is also a member of the University of Kentucky College of Law Alumni Hall of Fame. Julia was integral in the implementation of numerous judicial system support programs in her community and across the Commonwealth, including the Juvenile Diversion Program, Drug Court, and Parents Education Clinics. She was also instrumental in establishing Domestic Violence protocol. Julia continues to remain active in the legal community as a mediator for general civil, felony, and family law matters; consultant; and educator. Her tireless work ethic and years of experience combine to help attorneys and their clients reach practical resolutions in even the most complicated, contentious sets of circumstances. Adams Mediation is based out of Wi******er, Kentucky, but Julia is available to travel as needed.

The 14th Amendment is the means by which our Bill of Rights became applicable to all citizens regardless of their stature or residence, It is the law of the land in all of our courts. Lawyers have advocated and courts have determined based upon the 14th Amendment that black children and white children should be afforded the same public education in the same public schools; that in Kentucky, the children of Appalachia should expect the same quality of public education as the children of the Bluegrass; that silence does not infer guilt; that the privacy of our homes be protected and respected by our governments.
It is our constitutional protection against despotism and authoritarianism.

It is our safeguard from arbitrary conduct imposed upon us by the government. With its enactment, we as citizens became entitled to fundamental fairness and equal protection under law.

On this Independence Day, as we celebrate the foresight of early American patriots, let us remember the responsibilities that such independence requires of us today. May we be less willing to act in thoughtless anger and selfish motivation. Instead, may we take on the duty of free citizens-to be vigilant in our efforts to educate and inform ourselves, to discuss the business of our nation in a considerate and reasoned manner, and to support all those who sacrifice for the good of our common interests.

FUNDAMENTAL FAIRNESS, a legal mandate worthy of celebration on Law Day and everyday.

Almost 50 years ago, the U.S. Supreme Court mandated a standard of "fundamental fairness"
that unequivocally affirmed the due process rights to which each of us are entitled.

Law Day 2016 celebrates the U.S. Supreme Court ruling in Miranda v. Arizona. The Supreme Court imposed a duty upon law enforcement to advise a person in custody of their rights as guaranteed by our Constitution. It addressed the rights of individuals under the 5th Amendment (right to remain silent) and under the 6th Amendment (right to counsel); and it required government agents to adopt "procedural safeguards" sufficient so that persons can understand their basic rights under law.

It's a new year, but my Mother's Day sentiments have not changed. To the wonderful women in my life . . . friends, family, and colleagues . . . happy Mother's Day!

I'm always proud and appreciative of the women in my life. This weekend, I'm reflecting on the love given to me and lessons shared with me by my grandmother and mother. Granny's unwavering love and joy for life set a meaningful example for how to approach life and interactions with others. My mother showed me that a woman could be hard-working, tough, and brilliant without compromising her dignity, poise, and grace.

The Magna Carta was a turning point in mankind's unending search for freedom. We still embrace the rule of law as outlined in that document as a foundation of freedom and human rights across the globe. There is no better day than today to honor the rule of law.

Law Day, May 1, 2015: Celebrating the Magna Carta

Eight hundred years ago, King John entered into an agreement with his rebellious barons wherein he agreed to be bound by the rule of law. In adopting our Bill of Rights, our constitutional founders declared that citizens are entitled to due process, to be secure in their homes and persons, and that those accused of criminal conduct had the right to a fair, impartial trial by jury. No monarch or government has absolute power over individuals. James Madison drafted the Bill of Rights, in part, derived from Clause 39 of the Magna Carta of 1215.

Our American legal tradition and our evolving American experience impose a duty on attorneys to maintain those fundamental legal principles for generations of Americans. These battles are no longer fought on the fields of Runnymeade but in the courtrooms all over our nation. Attorneys establish, maintain, and expand our individual rights under law. We believe as a people that no person is above the law and that all of us are bound to the rule of law in an orderly and just society.

On this Law Day, we celebrate eight hundred years of enlightenment and the advent of the rule of law.

"Why Every Vote Matters." Law Day, May 1, 2014.

In the aftermath of the 2000 Presidential election, the world waited with great anticipation to the see outcome of a very real national election dispute. Ultimately, the United States Supreme Court (in a number of rulings) stopped the recount primarily because of technical interpretations of federal and Constitutional law.

Florida's 25 electoral votes were awarded to candidate Bush. Candidate Gore received 266 electoral votes of the 270 needed to win the office. Candidate Bush received a total of 271 votes. We were reminded anew that "every vote matters."

In the 2008 and 2012 Presidential elections, we were inspired by voters who stood in long, uncomfortable lines to cast their votes because they believed "every vote matters."

It is not enough to complain about our public officials and institutions, if we are unwilling to use our vote to hold our government accountable. Every vote matters!
