Mu7 - AfDB to lend more than USD252-million to improve rural transport and facilitate regional integration
Meeting on 1 December in Abidjan, the Board of Directors of the African Development Bank (AfDB) Group approved a loan of USD252.83-million to Uganda, to fund the construction of the Laropi-Moyo-Afoji and Katuna-Muko-Kamuganguzi road. The financial support consists of two loans: USD179.68-million from the AfDB and USD73.15-million from the African Development Fund, AfDB Group's concessional loan window. "The Laropi-Moyo-Afoji/Katuna-Muko-Kamuganguzi road project is intended to improve rural transport connectivity and facilitate regional integration in the districts of Kabale, Rubanda, and Moyo, in Uganda. It will boost incomes, deepen regional integration, and facilitate trade while opening up an alternative transport corridor linking Uganda with South Sudan," said Augustine Ngafuan, the AfDB's Country Manager in Uganda. "Building this infrastructure will enable economic operators along this route to reduce costs and lead times while improving the efficiency of transport logistics," added Mr Ngafuan.

Uganda publishes Public Finance Management Instrument 2023, tightening protection of national assets from lenders
Uganda has published the Public Finance Management (Amendment of Schedule 4) Instrument 2023. The instrument restricts the pledging of certain national assets to secure loans for Government and exempts such assets from any form of ex*****on process. The instrument amends Schedule 4 of the Public Finance Management Act, which prescribes the terms and conditions for the raising of loans by the Minister of Finance, Planning and Economic Development. It introduces a list of protected assets that are not to be earmarked, pledged, committed, loaned out or otherwise encumbered by any person or entity. The protected assets include property of diplomatic, consular, military, or cultural character, public health or social service facilities, natural resources in their natural form and assets of the Central Bank of Uganda wherever held. The instrument also forbids the waiver of immunity in respect to the protected assets and voids any contract, agreement or arrangement that encumbers a protected asset in any way. It further exempts the protected assets from ex*****on, attachment or similar process of any judgment or order made against the government or any agency of government.
