We are proud to present our E-gov4youth1st newsletter!
𝐄𝐆𝐨𝐯𝟒𝐘𝐨𝐮𝐭𝐡 project, an initiative aimed at empowering young NEETs (Not in Education, Employment, or Training) by providing essential training in E-Government. Our goal is to equip the next generation with crucial skills in digital technologies and civic participation.

Through this project, we're fostering meaningful collaboration between youth and Public Administration to promote the inclusion and participation of youth in public decision-making.

🇪🇺 The is committed to ensuring that young people have a voice in shaping the future of digital governance and democracy. By promoting digital literacy, supporting e-participation tools, and fostering inclusive policies, the EU is making it easier for youth to engage with decision-makers and influence public policies.

🤝 Our initial meeting brought together partners from across Europe: 🇳🇴 .norway , 🇬🇷 Egoverntech 🇪🇪 TalTech - Tallinn University of Technology 🇧🇬 , 🇨🇾 , and our host in Potenza, Italy, Exeo Lab Srl

🖋Over the past months, our partnership has been conducting surveys and interviews with youth and local public institutions. The goal is to create a transnational research report on best practices for digital inclusion and e-governance in the partner countries.

Last week, Ingrid Pappel and Engel-Mari Mölder were representing our research group in Sendai, Japan and visiting Tohoku University, who has been our good cooperation partner for years. This visit was a significant milestone in fostering international collaboration and sharing knowledge on digital governance in Japan. 🇪🇪 🇯🇵 🤝

Tohoku University arranged a successful symposium where Prof. Ingrid Pappel was invited to discuss Estonia’s successful e-governance model. The visit also entailed a guest lecture on paperless management at Sendai City Hall.
In addition to those significant visit milestones, different meetings on AI and future technologies were held with the university’s project teams. Knowledge about TalTech – Tallinn University of Technology study opportunities were also introduced to enhance the student exchange between two universities. 💡

We look forward to continuing this fruitful partnership, driving forward the agenda of digital transformation and effective e-governance by educating the future leaders!

Connecting students to real-life problems.
The Next Generation Digital State research group started alongside the creation of the e-Governance MSc program https://egov.ee/msc-egov-technologies-services/ back in 2013. This program educates students with a lot of potential and seeks to engage them in solving urgent problems outside academia. Since then, both MA and PhD students have been engaged with cooperative projects with which the leading NextGen group scientists are engaged.

🌟 Our NextGen Digi State research team is thrilled to share our recent e-Governance conference held between Strathmore University Business School and TalTech - Tallinn University of Technology! 🌟

Last week, our team Ingrid Pappel, Silvia Lips, Engel-Mari Mölder, Tanel Kerikmäe and Markko Liutkevicius visited Nairobi for our joint e-Governance Conference with Strathmore Business School (SBS).

Over the course of 3 dynamic days, the conference provided a platform for rich discussions, insightful presentations, and great networking opportunities.
Very importantly, we introduced the very first E-Governance Master’s programme in Kenya, which will be soon launched by SBS - a huge success to educate future digital leaders! 🚀🇰🇪

We are absolutely thrilled to announce that Ingrid Pappel programme manager of Egoverntech e-Governance Technologies and Services master’s programme, head of the Next Gen Digital State research group and Eric Jackson, researcher, PhD candidate were honored with the prestigious award "Best article in the field of social sciences and humanities". Our researchers among the authors, stood out for its topicality and the potentially high impact of the results for Estonia and other ageing societies. The e-service introduced in the article can be implemented in both private and public sectors, and the topic is targeted at the UN Decade of Healthy Ageing (2021-2030).

This recognition is a testament to the hard work, dedication, and innovative thinking that went into crafting this piece of scholarly work.

Ingrid Pappel has been actively managing diverse cooperation projects for TalTech remotely from Stanford university.
Along with Aet Michelson (TalTech) Ingrid has started to lead the cooperation of Computer Science programme directors in the EuroTeQ project.
EuroTeQ brings together six leading universities of science and technology, spread across Europe, situated in innovation eco-systems with great collaboration experience. Representatives of all six universities the Technical University of Munich (TUM) ,the Technical University of Denmark (DTU), the Eindhoven University of Technology (TU/e), the École Polytechnique (l’X), the Czech Technical University in Prague (CTU), and the TalTech - Tallinn University of Technology (TalTech) met online to discuss the capabilities of universities and possible forms of cooperation in the field of Computer Science. It was agreed that cooperation could be developed in the following aspects: the conduct of joint summer schools, joint supervision of final papers and publications, microdegree programmes etc.
The participants were introduced the new work packages of the EuroTeq 2.0 project and the next physical meeting in Estonia was planned.

Updates on our international collaboration initiatives! 🗺️

Our research group member Silvia Lips had the privilege of attending the inaugural meeting of International Telecommunication Union Training Centers in Geneva, Switzerland. Silvia proudly represented TalTech – Tallinn University of Technology as one of the selected 14 official partners of ITU. 🤝

During this visit, the focus was on enhancing collaboration among training centers and fostering team-building activities. The three days were filled with dynamic workgroups, engaging tasks, and insightful presentations aimed at strengthening ties between participating institutions.
Silvia also showcased TalTech's dedication by providing a glimpse into our ongoing and upcoming collaborative training programs. Currently, we are actively involved in the development of 38 training initiatives, with 24 already completed and 14 in progress.

Moreover, ITU secured a new four-year project, "Capacity development for the digital transformation," supported by the European Union, where's TalTech's keen interest in contributing to this project, underscoring our commitment to advancements in digital transformation.

ITU has expressed its intent to continue Training Centers Meetings annually, solidifying this gathering as a tradition. Silvia's visit was instrumental in showcasing TalTech's dedication to global partnerships and our active role in shaping the discourse on digital skills and transformation. 🌎💡

We would like to share the recent journey of one of our outstanding Master’s students — Engel-Mari! 🎓

is currently spending half a year as an intern at the European Parliament in Brussels, where she has joined the Data Management Team of DG ITEC. 🇪🇺💼

She describes her internship: “It has been beyond interesting to work in the heart of the EU bubble and learn so much about how data is being handled inside the Parliament, whereas the ultimate goal is to ensure efficient and secure data handling for the whole institution. I am really glad to implement my knowledge from the e-governance domain - it has been really useful in my work. I have also got the chance to meet European Parliament President Roberta Metsola as well as many MEP-s and policymakers across the world. So far, my life in Brussels has been an eye-opening and invaluable experience!”

Her achievements inspire us and reinforce the importance of investing in our e-governance education. We are incredibly proud to see our students making an impact abroad and we can’t wait to see where this journey takes her next! 👏🌟

Representatives of our Next Gen Digital State Research Group Silvia Lips, Richard Dreyling, and Pirjo-Andra Põõsaste conducted an inspiring workshop at the Ministry of Economic Affairs and Communications Majandus- ja Kommunikatsiooniministeerium. In the course of the workshop innovative solutions developed by students during the Digital State Future Solution Hackathon were introduced to government officials and integration possibilities of these solutions into public sector services were discussed. Representatives from the Ministry of Economic Affairs and Communications Majandus- ja Kommunikatsiooniministeerium, the Ministry of Social Affairs Sotsiaalministeerium, the Ministry of Education and Research Haridus- ja Teadusministeerium, and the Tallinn city government Tallinna Linnavalitsus took part in the workshop, both in person and online. The event aimed to increase awareness among the participants about new technological possibilities, provide an assessment of the current state of the digital society, and help the public sector become smarter clients in the future.
Numerous ideas were generated on how to enhance collaboration between academia and the public sector and how to bridge the gap between theoretical concepts and practical implementation, fostering a collaborative environment for the development of innovative solutions in the digital realm.

Invitation to coach fellow Ukrainians living in Estonia in digital skills!

✓ Are you a young Ukrainian living in Estonia?
✓ Are you interested in learning more about e-services and digital platforms and training others?
✓ Would you like to lead by example and help other Ukrainians in new ways?
✓ Would you like to make new friends?

If yes – you are welcome to join the e-Governance Academy (eGA) capacity building program as a digital envoy. You will develop skills how to train adults, see the world from other people’s perspectives, work in teams and design action plans to support digitally vulnerable Ukrainians living in Estonia to use Ukrainian and Estonian platforms for electronic services, understand cyber security, and do online civic activism.

Within the program, you will have the opportunity to benefit from:

o 1-hour online welcome meeting for our digital envoys on December 14, 2023.
o One 2-day masterclass in Tallinn on January 27-28, 2024, on the trends in digital transformation, understanding the e-service platforms and architecture in Estonia and Ukraine, e-identification and DIIA app, and on adult education.
o One 2-day masterclass outside Tallinn on February 10-11, 2024, on learning and practicing service design methods and working in teams on your action plans to approach your fellow Ukrainians. NB! Identifying the target groups to work with and designing the action plans will be done during the masterclasses.
o Three 3-hour webinars on topics identified during the masterclasses.
o Support in working in teams with other digital envoys.
o Mentoring to support and train digitally vulnerable Ukrainians.
o Networking with top digital experts from Estonia and Ukraine.
o Presenting your action plans and achievements at the United States Embassy in Estonia.
o For the most impactful envoys, the possibility of doing an internship at the eGovernance Academy and attending the e-Governance Conference in Tartu on May 22-23, 2024.

Participation in the program is free and supported by the US Department of State. If you live outside Tallinn, we will cover your transport expenses and accommodation of one night during the masterclass in Tallinn. For the masterclass outside Tallinn, transport and accommodation are covered by the program.

Exciting developments in the TalTech - Tallinn University of Technology and Strathmore University collaboration!

This week, our team welcomed Strathmore University team from Kenya to Estonia for a study visit, supported by the Estonian Centre for International Development. This visit to Estonia centers around exploring Estonia's digital landscape as well as discussing e-courses and curriculum development for future e-governance programs. We discussed about our goals in the ongoing project, which entails the development of the e-governance curriculum at Strathmore University. Moreover, our future goal is to help to educate 250 public sector officials as well as university students in the field of e-governance by providing freely accessible e-courses.

The visit has been about insightful discussions and visits to respectable Estonian governmental institutions, including ESTDEV, SMIT - Siseministeeriumi infotehnoloogia- ja arenduskeskus, Riigi Infosüsteemi Amet and e-Estonia.

The goal of this immersive experience is to forge a strong collaboration, shaping the future of e-governance education in Kenya. Looking forward to project's next steps and future outcomes!

Next Gen Digi State research group represented TalTech at the 7th AI4Gov OPEN EVENT - Strengthening AI and Data Ecosystems in Europe and beyond in Madrid.
This transformative event’s view was to inspire, educate, and build meaningful connections in the AI4Gov community.
The event was organized within the framework of the Master on Artificial Intelligence for public services (AI4GOV). This pioneering master's program, funded by the European Commission's Connecting Europe Facility (CEF), is a collaboration between Universidad Politécnica de Madrid, Politecnico di Milano, Friedrich-Alexander-Universität Erlangen-Nürnberg, and Tallinn University of Technology. The focus of this event was on "Strengthening AI and Data Ecosystems in Europe and beyond“.
