IIM comes up with a course in political leadership for women

New Delhi: With the rise of women joining politics, IIM Bangalore on Tuesday has launched an all-women certificate course in political leadership. The three months long programme called 'India-Women in leadership' by the center for public policy (CPP) aims at to groom these aspiring women politicians by helping them develop the necessary skills. The programme also aims at to equip aspiring women leaders with the practical skills, knowledge and expertise in various aspects of governance. The first batch starts on July 16, 2012.

The 10 weeks course has been structured in an interesting way by including theory lessons the IIM-B campus, field work in the candidate's constituencies, a week long stay in Delhi to witness the Parliament's monsoon session and a seven-day programme in Singapore to understand the public policies practiced in developed countries. Delhi-based Centre for Social Research (CSR), an NGO working on gender empowerment, is also an active partner in designing the course.

Rajeev Gowda, Chairperson, Center for Public Policies (CPP), IIM-B, said that any good politician needs a basic skills set, which includes policy expertise, perspective, personal effectiveness and of course political skills. He further added that they have come up with a curriculum where the candidates will get a chance to learn about the theory of politics, campaigns and elections, economics of governance, working with the media, ideologies and gender issues.

The course at present however fails take into account women who do not know English, but are otherwise ideal for the course. Ranjana Kumari, Director, Center for Social Research, said that they are aware of the shortcoming of the course and are trying their best to make the course accessible to more people. He further added that initially the course will be available in English, but they will soon translate the material in Hindi and other regional languages before putting it online.

Increasing the budget allocation on education by 17 percent, Finance Minister Pranab Mukherkee on Friday allocated Rs.150 crore for setting up new Indian Institutes of Management (IIM) and Indian Institutes of Information Technology (IIIT).

"The budget includes a provision of Rs.150 crore for setting up of new IIMs, Rs.25 crore for setting up of new IIITs," the finance minister said.

Increasing the spending on the Sarva Shiksha Abhiyan (SSA) programme aimed at universalization of elementary education, the spending on education was increased by 17.6 percent.

"I propose an allocation of Rs.48,781 crore for budget on education, with an increase of 17.6 percent over the current year," Mukherjee said while presenting the budget for 2012-13 in parliament.

The University Grants Commission has been allocated Rs.6,362.15 crore which includes the funds for central and deemed universities across the country.

A teacher from Maharashtra in India has been chosen for the US Space Foundation's elite 2012 Flight of Teacher Liaisons programme.

Vandana Suryawanshi of Vidya Valley School in Maharashtra is a middle school educator who has been teaching biology, earth science and general science for 20 years. He joins 19 other outstanding educators selected for their active promotion of space and science education.

The new flight of Teacher Liaisons will serve as advocates for space-themed education across the curriculum and will use Space Foundation-provided training and resources to further integrate space principles into the classroom, the Colorado Springs based non-profit leader in space awareness activities, educational programmes announced.

The highly regarded Space Foundation Teacher Liaison programme has more than 270 active participants.

The teachers are selected by a panel comprising experienced Teacher Liaisons and representatives from the space industry and the military.

The 2012 Teacher Liaisons will be publicly recognized at the Space Foundation's 28th National Space Symposium, which is being held April 16-19 at The Broadmoor Hotel in Colorado Springs, Colorado.

In addition to the recognition activities, the 2012 Teacher Liaisons will participate in workshops and education programmes at the 28th National Space Symposium.

Following the symposium, Teacher Liaisons can take advantage of specialised training and instruction at Space Foundation and NASA workshops with optional graduate-level credit; exclusive science, technology, engineering and math (STEM) professional development experiences with optional continuing education credit; and special space-oriented student programmes created just for Teacher Liaisons

Court allows nursery admissions at 3-plus

The Delhi High Court on Friday gave the go-ahead to the existing nursery admission process in the capital's private unaided schools, allowing them to admit children aged three-plus years.

A bench of Justice A.K. Sikri and Justice Rajiv Shah Endlaw said: "Those schools where pre-school (nursery) education is imparted, it has to be treated as entry level and entry level would not start from pre-primary in respect of such schools."

The court ordered that the nursery would continue to be treated as the entry point of education and promotion to kindergarten (KG) for all such schools which have higher classes was valid.

The court further said: "Children admitted at pre-school at the age of 3-plus will get promotion to pre-primary in the next year and for that, they will not have to undergo the admission process all over again."

"However, in those schools where there is no pre-school level, it would be pre-primary which would be treated as entry level where admission is to be given to the children at age of 4-plus," the court ordered.

Disposing of the petition of NGO Social Jurist, the court said: "Pre-school is not to be treated as part of formal education and at that stage, education has to be only informal."

The bench also had a view that promotion from nursery to KG and so on was an "integral" part of the "developmental continuum" that a child needs at his early age of education.

"Early Childhood Care and Education (ECCE) which has been globally recognized as critical for human resource development starts from the period of conception to age 8. This entire period presents a developmental continuum and the pre-school care and education has to be treated as part of this developmental continuum. It, thus, becomes an integrated process," its order read.

At the level of pre-school, curriculum has to be such which should ensure that child gets interested in education when he is to take next step at pre-primary level and thereafter, formal education from class 1, the court observed.

With a view to reducing burden of toddlers, the court observed: "We want to make it clear that the focus on 'care' and 'education' at pre-school level has to be altogether different. The children are not to be burdened with any textbooks or home works."

The court's order came on a plea filed by Social Jurist, against the city government's recent order allowing unaided private schools here to go ahead with the admission of 3-plus toddlers in pre-school (nursery) class.

The NGO in its petition said that the order of Delhi's directorate of education (DoE) violated an earlier judgment of the court which said that no child below the age of four years would be admitted for formal schooling.

It sought a "stay of the order dated Dec 16, 2011, of the Delhi government, to the extent it permits unaided recognised private schools of Delhi to conduct admissions to pre-school as entry level class in the academic session 2012-13".

Ashok Agarwal, counsel for the NGO, had alleged that the government had failed to prevent unaided recognised private schools from admitting children below four years of age in formal school.

Seeking a ban on the pre-school class where kids aged above three years but below four years, were admitted, the NGO had pleaded that formal school education should start with the pre-primary class where children above four years were admitted
