The next event is January 18, 19, 20 and 21, 2023. Winter 4x4 Jamboree is an annual off-road event held in January. The event is sponsored by the Desert Roads and Trails Society. Come get out of the snow and cold and come to sunny Hurricane, Utah to visit the Hurricane Sand Dunes and Sand Hollow State Park! For the 2023 event, we will follow any local and state Covid-19 recommendations. Please see

Winter 4x4 Jamboree is organized and run by some very dedicated volunteers from the non-profit 501(c)(3) Desert Roads and Trails Society (Desert RATS) with significant assistance from the Utah Public Lands Alliance (UPLA) and others. All proceeds from the event are donated. We usually donate to UPLA, Utah 4 Wheel Drive Association, Washington County Search and Rescue and Share Trails/Blue Ribbon Coalition. In 2021, we donated $55,000 and contributed to the new staging area going in at the water tanks near Sand Hollow. These organizations work tirelessly for you to keep our trails open and available to our sport. Washington County Search and Rescue has an ongoing presence during the Jamboree - and we really appreciate them!

Desert Roads and Trails Society received a generous donation from Jeff Garn, a friend of the OHV community. He wanted his donation to help raise funds toward local OHV projects. Jeff donated his buggy knowing that DRATS will utilize the funds toward projects that benefit the OHV Community.
This last year, DRATS completed a 2 year, $700,000 project on Sand Mountain. The Waddy’s Corral project provided a much needed staging area across from the Water Tanks as well as a restroom and pavement for the trucks and trailers to access Waddy’s Corral. Needless to say, he knows funds raised from his donation will be used to improve OHV areas. Our goal is to raise $50,000.

This last week, Desert Roads and Trails Society members attended the BLM Recreation Summit at Ruby’s Inn.
We value our relationship with our local BLM office as they have supported many of our endeavors and listened to concerns in regard to our public lands. Cultivating a professional and working relationship with the managers of the public lands benefits the OHV community.

He wanted his donation to help raise funds toward local OHV projects. Jeff donated his buggy knowing that DRATS will utilize the funds toward projects that benefit the OHV Community. This last year, DRATS completed a 2 year, $700,000 project on Sand Mountain. The Waddy’s Corral project provided a much needed staging area across from the Water Tanks as well as a restroom and pavement for the trucks and trailers to access Waddy’s Corral. Winter 4x4 Jamboree is an annual off-road event held in January. The event is sponsored by the Desert Roads and Trails Society and Utah 4 Wheel Drive Association. Come get out of the snow and cold and come to sunny Hurricane, Utah to visit the Hurricane Sand Dunes and Sand Hollow State Park. In December of 2013, the Washington County Utah County Commission formally requested that the Bureau of Land Management initiate the process for a land swap of 1,200 acres inside the designated OHV area on Sand Mountain for a residential development. The Current Bureau of Land Management (BLM) Resources Management Plan (RMP) for the St. George Field Office specifically sets aside the Sand Mountain Special Recreation Management Area (SRMA) in 1999. In that plan, it clearly designates the entire area as “Open” OHV operation. In the RMP, section RC-20 para. E, states: “Generally lands within this SRMA not already identified in this Plan for disposal or included in current exchange agreements will be maintained in public ownership to provide long-term stability for user groups such as the OHV community who, as a result of urbanization and land use restrictions, have lost much of their traditional open use areas.” The RMP has been amended on four occasions to address new issues or to expand on topics previously addressed in the 1999 publication. None of the four amendments have changed the Sand Mountain SRMA. As a result of the “Ombibus Public Land Management Act” in 2009, another amendment to the RMP is in the process, scheduled to be published at the end of 2016. It was announced in the Federal Register, Volume 75, No 89. In paragraph 7 it states, “The designated OHV “Open” area of the Sand Mountain Special Recreation Management Area will remain Open under all alternatives of the plan amendment, consistent with the agreement for joint management by the State of Utah’s Sand Hollow Reservoir State Park.” The land within the Sand Mountain SRMA cannot legally be sold to a private developer, except by an act of congress or an amendment to the RMP. UPLA strongly opposes any sale or development of land within the SRMA. We have met and talked with representatives from congress and local governments to explain our situation and seek their commitment to stop any development in the Sand Mountain SRMA. The Washington County Commission and the Saint George Field Office of the BLM have signed a Memorandum Of Understanding that documents their agreement to go through the process of considering amendment of the RMP to allow the exchange of approximately 1,200 acres within the Sand Mountain Special Recreation Management Area with the developer, Robert Brennan. Utah Public Lands Alliance believes the history of Brennan’s acquisition of the land he is trying to exchange for Sand Mountain SRMA land is very pertinent. It is the opinion of UPLA that the chain of events show both that the property was acquired for minimal consideration and that the affected parties should have been well aware that the property acquired/given as collateral could never be developed. It is the opinion of UPLA that the acquisition was a gamble in hopes that the United States government would buy the land back or exchange it for government properties at a lucrative gain.
