THE COUNTRY ASKS QUESTIONS ON THE ISSUE OF MURCHISON & UHURU FALLS THAT THE GOVERNMENT FAILS TO ANSWER
In Uganda, when the horse is dead, they will get experts to examine if it can move.
Iam just reading the guidelines from Ministry of Finance on projects. They recommend the following process before a decision is taken. And at any stage, if the result is negative, you cannot proceed to the next:
1. Prepare a concept note. The fact that Uhuru falls are interconnected with Murchison, that they share same river valley both up and down stream, being in less than 500m apart, and more so, Uhuru waters reducing tremendously in dry season would make the idea fail at concept stage.
2. Let's assume it passed, then stage 2 would be project profile, all facts gathered and assessment done. Iam sure it would fail at this stage too.
3. Passing stage two, would lead to a pre feasibility study which would involve assessment and comparison of alternatives and valuation of each before deciding whether to proceed and on which option. This would inform next stage... Feasibility study, when one is sure that the project makes sense.
So my questions are;
1. Since government provides these guidelines, were they followed by Ministry of Energy before they embark on feasibility?
2. If they did, where are the reports that give green light to the next stage of feasibility?
3. Which alternative options were considered before zeroing on Uhuru/Murchison?
